Vault of the Unspoken Path Place

MS 3581.16 · Practices and doctrines

Vault of the Unspoken Path Place is the administrative and residential precinct occupying Tower Floors 976 through 979, contiguous with the northern colonnade of the Atrium of Unspoken Things. It is distinct from, and frequently confused with, two neighbouring holdings: the Vault of the Unspoken Path, the repository proper, which abuts the precinct on its western face, and the Vault of Unspoken Protocols, which operates as a subsidiary division of the Vault and was granted a service corridor through Floor 977 under the Concordance of Shared Stairwells. The precinct's residents are chiefly curators of unspoken material and their households. Its one hundred and nine confirmed Living Tomes are lodged in the reading galleries of Floor 978 and may not be moved without notice to the Bureau of Unspoken Context, which performs the cataloguing and review functions for the whole Vault.

Extent and nomenclature

The precinct was surveyed in 4,210 by the office of the Survey of Vertical Holdings, which recorded its four floors as "administrative, residential, administrative-residential, and closed." The designation Place was appended in the following century to distinguish the inhabited floors from the collection itself, a usage first attested in a removal order of the Scanner Office dated 4,233. The older form survives in the precinct's own lease-stamps, which read simply Vault, Colonnade Side.

The boundary with the Vault proper runs along a disputed corridor some eleven paces wide, of which each party claims six. A notice posted at the Floor 976 landing states the matter plainly: "Visitors proceeding to the collection should not stop at the fourth landing; it is residential, and the residents have requested that it be treated as such." The notice is renewed annually by the Precinct Syndicate and defaced annually by persons unknown.

Governance and the residential charter

The precinct is governed under the Residential Concordance of 7,702, Annex 9 of which provides that floors designated residential may not be entered for the purposes of cataloguing between the hours of dusk and the first bell. The provision was tested in the winter of 7,731, when a reviewer from the Bureau of Unspoken Context attempted to annotate a family's silence at the supper hour and was refused at the door by the householder, a retired binder named Edexia Mar. The ensuing complaint ran to eleven folios. The finding, recorded as Bureau Ruling 7,731-14, held for the householder on the ground that the family's silence had not yet been catalogued and was therefore not yet a specimen of anything.

"A silence not yet catalogued is not an unspoken thing but merely an absence of speech, and the Concordance does not reach it."

— Bureau Ruling 7,731-14, third recension

Edexia Mar was subsequently appointed to the precinct's standing committee on quiet, a body of five that meets on Floor 977 whenever the stairwells require it. It has met four times.

The Living Tomes of Floor 978

The one hundred and nine confirmed Living Tomes are held in the north and south reading galleries under the care of the Wardens of the Living Register, a sub-office whose seals were not reconciled with the Bureau's until 8,014. Each Tome is assigned a shelf, a reader, and a stated interval of rest. The rest intervals are enforced: a Tome left open beyond its interval must be closed by the nearest available person, regardless of rank or errand.

Three Tomes remain uncatalogued owing to a disagreement of long standing between the Wardens and the curators of the Vault of Unspoken Components, who maintain that compound silences arising between a Tome and its reader fall within their own classification and not the precinct's. The Concordance of Adjacent Claims, Annex 2, appears to support the curators; Annex 7 of the same document appears to support the Wardens. Both annexes were cited in the same hearing in 7,944, and the hearing was adjourned without a ruling. It has not resumed.

Dispute with the Atrium

The Atrium of Unspoken Things has long asserted that the precinct is a sub-division of itself, and it is true that the precinct's water, its lamps and its two functioning lifts are all drawn from the Atrium's mains. The precinct's charter, however, describes it as "held of the Atrium and not under it," a phrase the Atrium's clerks have read as a courtesy and the precinct's clerks have read as a boundary.

The matter was explored during the Rite of Revision 781-3, the prolonged process that also incorporated findings from an expedition into the Vault of the Unspoken Path. The Rite's commissioners visited the precinct in its second year, interviewed fourteen residents, and concluded that the question was "capable of settlement at a later date." The precinct has since kept its own copy of the Rite's findings bound in the same volume as its leases, so that the two may be consulted together. When the volume is opened at the findings, the leases fall open at the clause concerning the fourth landing.

Grounds and the grievance surface

The third sub-atrium of the precinct contains a small raised platform, laid in unpolished slate, on which complaints are formally placed. It is a key fixed node of Administrative Spire Place, and its readings are taken monthly. The platform is swept on the first of each month and the sweepings are retained.

Residents are reminded that the platform is for grievances only. Lost gloves, stray cats and unwanted furniture are to be taken to the Floor 976 landing, where they will be held until claimed or until the next sweep, whichever comes first.
