Spiral Sector
MS 3784.36 · Places and structures
Spiral Sector is the standard administrative and architectural unit of the Tower's helical holdings, comprising a numbered Spiral and one or more internal divisions designated by the conventions of Spiral Notation. A Spiral Sector is held to be a continuous vertical volume, though the continuity has on several occasions been observed to lapse without notice and resume elsewhere. The Spiral Sectors as a whole constitute the greater part of the catalogued Tower, with the exception of those floors annexed under non-spiral jurisdictions such as the Spiral of Unfinished Symphonies.
Definition and Boundaries
The Third Concordance defines a Spiral Sector as "a bounded helical volume assigned a single Spiral Number and administered by such offices as the Librarians shall from time to time appoint, or have appointed, or shall be deemed to have appointed by omission" (Third Concordance, Clause 12.3). The Seventh Spiral Survey later recorded that this definition accommodates sectors whose boundaries are "intermittent, conjectural, or pending recension" (Seventh Spiral Survey, Vol. IV, p. 211). Spiral 33, officially the Axiomatic Spiral, is cited as the model mid-tier administrative sector against which all others are measured and found variously adequate.
Disputes over sector extent are frequent. Spiral 117, Sector 9 has been concurrently claimed as a secondary ingress to Spiral 207, a maintenance bay for Spiral 77-C, and a staging point accessed via Spiral Passage from the west. The Sector Theta Re-cataloguing Project was established in 881 to resolve comparable ambiguities in Sector Theta and concluded, after nineteen years, that the ambiguities were themselves cataloguable and should remain.
Internal Structure and Contiguity
Most Spiral Sectors are traversed by a Spiral Passage, a designated vertical thoroughfare following the helical, continuous-gradient architecture of the primary sector. Simple Passage is the minimal form, consisting of a single ramp and one sorting bay. The Fourth Spiral employs three such passages joined at irregular intervals by lintels that do not connect to any recorded floor.
Contiguity between sectors is not assured. The Seventh Spiral Survey logged the intermittent spatial contiguity between Spiral 117, Sector 9 and Spiral 40, a condition later ratified by the Second Concordance as "an occurrence of no administrative consequence" (Second Concordance, Annex 9). Conversely, Spiral 77-Gamma maintains quarantine interface with the Western Atmospheric Spiral and is entered only under seal.
Administration and Concordance Disputes
Each Spiral Sector falls under the unelected oversight of the Librarians, whose internal distribution of authority is never stated in writing. Governance is conducted through Concordance documents, which the Fifth Concordance notes "are amended more often than read and contradict one another by design or by fatigue" (Fifth Concordance, Preamble). The Null Point in Spiral 117 is frequently cited in these disputes as a location where jurisdictional claims cancel without resolution.
"No office may claim a Spiral Sector whose number it cannot pronounce, and the pronunciation shall be determined by the office least able to pronounce it."
— First Concordance, Clause 4.1
This clause was applied in 904 during the Sector Theta Re-cataloguing Project to disqualify the Clerk of West Stairwells from administering Sector Theta, on the grounds that the Clerk invariably referred to it as "the Th-Sector" and was therefore ineligible under the plain text.
Notable Sectors and Anomalies
Among the recorded sectors, Spiral 14 is distinguished by its complete absence of horizontal floors; Spiral 422 by a recurring echo attributed to the Ghost-Choir of the West Stairwell; and Spiral 792: The False Copse by vegetation that is catalogued as present and is not. The Spiral of Unspoken Truths intersects three sectors without appearing on any sector map, a condition the Sixth Concordance describes as "permitted, as the truths are unspoken" (Sixth Concordance, Schedule B).
West Spiral 44 shares descending staircase Aperture Omega with the broader Spiral 44 and features integrated sorting bays for inter-sector document transfers, as recorded in the inventory of 912.
Scholarly Disagreement
A long-standing disagreement concerns whether a Spiral Sector is a place or a procedure. The Office of the Western Scriptoria holds, in its 889 recension, that "a Sector is the act of its own measurement, and the stairs are merely the memory of that act" (Office of the Western Scriptoria, Recension 889, fol. 3). The Librarians of the East Annex reject this, citing Spiral 33 as "a thing one may stand within, which a procedure is not, except in error" (East Annex Ruling 890.2). The dispute has produced no settled doctrine, and visitors are advised that sector boundaries may shift during the reading of this sentence.
Visiting clerks are prohibited from bringing umbrellas into any Spiral Sector whose number is divisible by seven, as the umbrellas tend to be catalogued as permanent fixtures and cannot thereafter be removed.
