Procedure 14-C (Anchor Verification)

MS 0968.34 · Practices and doctrines

Procedure 14-C (Anchor Verification) is the standing method by which the Tower confirms that a designated Ontological Anchor continues to tether its assigned non-existent subject to the proper floor and holding. First codified under the Seventh Recension of the Fixed Ladder Index, it is administered jointly by the Office of Verification and the Bureau of Structural Verification, though the division of labour between the two has been contested since the procedure's third amendment.

Origins and Codification

Procedure 14-C was drafted in the winter of the 4,112th floor's recensus, following the collapse of a Paradox Anchor on Floor 19ω that had not been inspected in nineteen Concordance-cycles. The original text, preserved in the Scriptorium of the Lower Spiral, required only that a single certified clerk observe the anchor and record its hum. The Ontological Anchor School later argued that this was insufficient, and through the Vex Anchor Protocol hearing of 4,119th Floor Winter, the observation was expanded to include a Recursive Verification of the anchor's indexical shadow.

The Office of Ontic Verification maintains that Procedure 14-C is subordinate to the Ontic Anchor Assessment, which must precede any verification. The Office of Verification disputes this, citing Authority Verification, its oldest continuous procedure, as the prior claim. The contradiction is unresolved; both offices continue to stamp the same anchors on alternating days.

Conduct of the Verification

A verification under Procedure 14-C begins with the clerk ascending to the anchor's floor and reading aloud the anchor's designation from the Fixed Ladder Index. A Witness of Absence is then required to certify that the subject is absent in the prescribed manner. For a Material Anchor, the clerk measures the anchor's mass against the last recorded recension; for a Temporal Anchor, the clerk notes the date of non-occurrence. The Bureau of Structural Verification then performs the Strain-Audit procedure to confirm the floor will not subside.

In 4,203rd Floor Spring, Clerk Venn of the Narrow Stair recorded a Consumptive Anchor as verified despite its having been fully consumed in a prior Vex Anchor Protocol hearing. The error was discovered when the anchor's floor ceased to be numbered. Venn's grievance—that the Clause 1: The Anchor Protocol did not specify consumption intervals—remains filed with the Third Concordance and unanswered.

Scholarly Disagreement

The Second Concordance holds that Procedure 14-C applies only to anchors established after the Seventh Recension, while the Fourth Concordance extends it to all anchors including the Clause 2. The Office of Ontic Verification issued a Provisional Instability Mandate in response, which the Office of Verification returned unread with a seal marked Prior Claim. The Anchor Spore dispersal of 4,188th Floor Autumn is frequently cited by the Ontological Anchor School as evidence that verification must precede propagation, a claim the Bureau rejects as horticultural metaphor.

Annexes and Amendments

Annex Δ of the Fixed Ladder Index governs the establishment of a Fixed Geospatial Anchor and is incorporated by reference into Procedure 14-C. The Eleventh Amendment added a requirement that the verifying clerk not be the same clerk who performed the original Material Verification. A visiting rule appended without debate forbids the carrying of open flame past the aperture marked Σ-7 during verification, as the light interferes with the recording of absence.

The Thirteenth Recension introduced the table of standard verification intervals, reproduced below from the Lower Scriptoria copy.

Incidents and Rulings

On Floor 2β in the 4,150th winter, a Recursive Verification performed under Procedure 14-C returned a verification of the verification itself, causing the anchor to be recorded as present and absent simultaneously. The Bureau of Structural Verification ruled that such results require a fresh Ontic Anchor Assessment before further action. The Containment Verification office declined to intervene, citing the Clause 1: The Anchor Protocol as silent on the matter.

"No anchor verified under Procedure 14-C shall be deemed unverified solely on account of its having been verified incorrectly."

— Third Concordance, Annex 4

The ruling remains in force and is read at the opening of every verification training held in the Scriptorium of the Lower Spiral.
