Annex D Audit Amp Verification
MS 1102.15 · Practices and doctrines
Definition and Standing
Annex D Audit Amp Verification is the standing audit by which the Tower confirms that work conducted under Seventh Concordance, Annex D Ventilation Amp Circulation has been performed, recorded, and ventilated to the standard the Annex itself sets. It is not a Concordance and creates no obligations of its own; it is an instrument of verification applied to an existing governance text whose amendment history is longer than its text. Its authority rests on Clause 12.7, under which the Department of Ambiance Amp Inclemency was instituted, and on Clauses 9.1–9.7, which govern the Ventilation Amp Environmental Shafts audited in every cycle.
The audit is administered jointly by the Bureau of Structural Verification and the Verification Atelier, a division of labour set down in the Third Concordance and never formally revised. Where the two bodies disagree — as they regularly do — the dispute is referred to the Office of Verification for a pronouncement of Librarianic Finality. The Office has issued 214 such pronouncements. It has been asked to reconsider 209 of them.
Procedure
Each Annex D Audit Amp Verification proceeds in three passes: an intake pass, in which the shaft registers are read against the schedules kept by the Registrational Oversight; a function pass, in which the Standardized Functionality Audit (SFA) is applied to the shafts themselves; and a closure pass, in which the auditor declares the Annex satisfied or unsatisfied. The third pass is the source of nearly all difficulty.
Auditors are required to log their own presence in the shaft corridors under Annex F Personnel Amp Logging. The requirement is often waived in practice on the reasoning that an auditor who has not yet been logged cannot be audited, and an auditor who has been logged becomes part of the ventilation record and must be re-audited — a regress the Office of Verification described in Pronouncement 88 as "not an error in the procedure, but the procedure correctly understood" (Office of Verification, Pronouncement 88).
Shafts may not be entered during the eleventh and twelfth hours of the floor day. The restriction is not explained in the Annex.
The Dispute Over Clause 9.4
Clause 9.4 of the Annex requires that a shaft found to be "of sound circulation but unsound record" be re-verified within a stated interval. The Annex gives the interval as forty days. The Fifth Concordance gives it as sixty. Neither document acknowledges the other, and the Bureau of Structural Verification has held since Cycle 11,780 that the longer interval governs because "a verification completed early is still a verification, while a verification completed late is a finding" (Bureau of Structural Verification, Circular 41).
The Verification Atelier dissents, holding that the forty-day interval in the Annex constitutes a limit on the validity of the original act under Enactment Amp Verification, and that a re-verification at sixty days therefore verifies a record that had already lapsed. Under this reading the Fifth Concordance does not extend the interval; it merely describes an interval that cannot lawfully be used. Submissions on the question were last collated in Cycle 12,013 and have not been resumed.
Record of Incidents
The most cited failure of the audit is the omission of Cycle 9,904, in which the entire complement of Environmental Shafts on Floor 3,148 was certified without any auditor having descended past the fourth landing. The certifying clerk, Adjunct Registrar Vell, recorded that the shafts "presented a satisfactory aspect from above" (Annex D Audit Register, Cycle 9,904). The omission was discovered only when the report was itself audited under the procedure of Verification of the Spiral Staircase of Presumed Symmetry, which found the aspect unsatisfactory from below.
Later incidents have been smaller. The Cycle 12,088 audit was suspended when the Validation Amp Synthesis Office challenged the auditors' declared overflow figures; the challenge was upheld, and eight shafts were reclassified as circulation exceptions rather than circulation assets. The reclassification took eleven cycles to reverse and never entirely was.
Relationship to Other Audits
Annex D Audit Amp Verification is materially distinct from the Great Audit, which is general, and from the Strain-Audit, which is jointly overseen by the Bureau of Structural Verification but concerns load rather than circulation. It shares a documentary basis with Phase 2 Retrieval Amp Quarantine, both resting on Annex D, but differs in that the Quarantine procedure is a withholding and the audit is a confirmation. Confusion between them is common enough that the Department of Ambiance Amp Inclemency now issues a one-page circular at the beginning of each cycle entitled Which Annex D Matter You Are In. The circular is reprinted unchanged each year. It has never been read aloud.
