Circulation Sigil
MS 8022.82 · Objects and instruments
The Circulation Sigil (), formally designated under Clause 7.1.5 of Annex D: Ventilation & Circulation of the Seventh Concordance, is an Operational Sigil applied to a completed Circulation Slip (SCF-71) to confirm the successful, volumetrically accounted transfer of a holding or personnel between non-adjacent floors. It signifies that the movement has been reconciled with the Cardiac Cistern and registered with the Office of Metric Assurance, thereby transitioning the item’s logistical reality from a state of provisional transit to one of permanent, recorded location.
Function and Application
The sigil is stamped in indelible vermillion ink upon the third (Archival) copy of the triplicate Circulation Slip, following the verification of all requisite fields and the confirmation of a volumetric balance by a Cistern Weigher-Accountant. Its application is the final administrative step in the circulation process, superseding the temporary authority granted by the slip alone. Once applied, the converts the slip from an instrument of authorization into a legal record of fact. The holding’s new floor designation is considered absolute, and any subsequent movement requires the initiation of a new circulation procedure. The original, sigil-stamped copy is filed in the Central Logistical Archives on Floor 47, while the second copy remains with the originating department, and the third is affixed to the holding’s primary catalogue sleeve.
Distinction from Related Sigils
The Circulation Sigil is frequently confused with, but is operationally distinct from, several other sigils. It should not be mistaken for the Sigil of Perpetual Custody, which denotes an unbreakable chain of possession, not necessarily movement. Nor is it the Arrival Sigil, which marks an item’s initial entry into the Tower’s cataloguing system, not its internal translocation. Most critically, it differs from the Provisional Sigil (Ψ), which is used for preliminary cataloguing and grants only conditional reality; the is an affirmation of a completed, real transaction. The Circulation Sigil is an endpoint, whereas the Provisional Sigil (Ψ) is a beginning.
Volumetric Reconciliation and The Order for Returns
The sigil’s authority is inextricably linked to the principles of pure volumetric accounting mandated by The Order for Returns of Circulation. This ordinance, enacted on the 14th of Veilus, 891st Cycle, requires that all non-ambient movement be balanced against the standing reserves in the Cardiac Cistern. Before the can be applied, a Cistern Weigher-Accountant must certify that an equivalent volume has been “returned” to the Cistern’s flow-state, often from the destination floor’s ambient atmosphere. This creates the bureaucratic paradox wherein moving a book from Floor 100 to Floor 300 requires not only the book’s physical ascent but also the metaphorical “descent” of an equal volume of air, a process documented in the “Return Ledger” column of the SCF-71. The Circulation Sigil is the proof that this metaphysical balance has been achieved.
Controversies and Scholarly Dispute
Two primary controversies surround the sigil. First, a doctrinal rift exists between the Office of Metric Assurance and certain archivists from the Lateral Stacks regarding what constitutes a “successful” transfer. The Office maintains that the certifies only the administrative and volumetric correctness of the transaction, not the physical well-being of the item. Archivists argue that a sigil applied to a slip for a crate that arrives shattered or a clerk who arrives clinically silent is a procedural failure, a “hollow sigil.” This dispute stems from contradictory readings of the Ordinance of Vital Circulation versus the Seventh Concordance’s Annex D.
Second, there is the unresolved case of the “Echo Sigils.” On seventeen documented occasions, primarily between Floors 200 and 250, a completed Circulation Slip bearing a perfectly rendered has been found in the Archival files, yet no corresponding holding or personnel transfer was ever logged in the destination floors’ ledgers, nor was any volumetric imbalance detected. These slips, examined under lumen-spectrum analysis, show no signs of forgery. Some theorists posit these are precognitive sigils for circulations that have not yet occurred; others believe they are sigils for the transfer of holdings so conceptually subtle they escape standard detection. A minority faction within the Librarians considers them evidence of a flaw in the Dewey-Sigil System itself.
Procedural Consequences of Application
Once the Circulation Sigil is affixed, the following conditions are held to be true:
- The holding’s prior location is officially voided in the Master Locator.
- The holding becomes subject to the regulatory ordinances of its new floor.
- The slip itself attains the status of a primary source document and may be cited in jurisdictional disputes.
- Any active Provisional Sigil (Ψ) associated with the holding’s previous location is automatically cancelled.
- Attempting to countermand or alter the transaction after sigilization requires a petition to the Chamber of Reconcilement under the Sigil of the Closed Fist, an exceedingly rare and arduous process.
The thus represents the final, quiet click in the vast administrative lockwork of the Tower, a small red mark that translates motion into record, and movement into fact.
