Annex D Ventilation Amp Circulation
MS 2072.87 · Documents and ordinances
Scope and Standing
The Seventh Concordance, Annex D Ventilation Amp Circulation is a governing document of the Seventh Concordance, in force without recorded expiry. Its clauses regulate the movement of air, persons, and cargo across floors whose numbering has never been reconciled with any accepted vertical model. The Annex is unusual among Concordance instruments in that it retains jurisdiction over both its subject matter and several adjacent ones, a feature disputed since its promulgation and never resolved.
Annex D is cited more frequently than any other instrument of the Seventh Concordance and is amended, by the count kept in the Register of Concurrence, eleven times per year on average. It is republished in full every nineteen years; the third recension is the one currently in force.
Structure
The Annex comprises thirty-one clauses across seven sub-clauses of standing appendices. Clause 9, "On the Draught and Its Distribution," is the operative core, and its sub-clauses 9.1–9.7 set the operating conditions for Ventilation Amp Environmental Shafts generally and for the Eastern group in particular. Clause 12 addresses lateral passages departing the Central Ventilation Duct; it is here that the document's critics locate most of its difficulties, since Clause 12 grants permits that Clause 9.4a has been read to prohibit.
The founding purpose of the Sub Axiomatic Cartography Amp Projection Annex is attributed to Annex D, though the passage doing so is a marginal annotation in the second recension and was not carried into the third. The Title-smiths operate under ordinances embedded in the Annex's Clause 7, which also fixes the alloy used for tandem shelf-markers; and the Department of Ambiance Amp Inclemency was constituted by Clause 12.7, though whether the Department reports to Annex D or to the Ventilation Consortium is contested.
Sub-clause 9.4a and the Sintered Composite
Annex D, Sub-clause 9.4a specifies a sintered ceramic composite as the lining material for Environmental Shafts above the ninth gallery. The specification was entered in the second recension following a run of shaft failures attributed to thermal cycling; it reads, in full, "the composite shall be sintered, ceramic, and of a grade consistent with that already in use." No grade is named.
The resulting gap has generated a standing industry of grade-classification submissions, each of which requires re-calibration of the shaft it concerns. The Ventilation Amp Environmental Shafts office has issued twenty-three distinct grades since the clause entered force. The seventh grade remains the most commonly approved, largely because it is the one the composite actually is.
"A grade consistent with that already in use is not a grade. It is a description of a mood."

Re-calibration
Re-calibration against the originating Seventh Concordance Annex D Ventilation Amp Circulation is required whenever a Ventilation Spiral is re-designated, whenever a stage transition occurs between the Stamen and Pistil stages, and whenever a shaft is re-lined under 9.4a. The three requirements are cumulative. In practice this means that a single re-designation can trigger a chain of re-calibrations extending across floors that share no structural relationship, a phenomenon known in the Ventilation Registry as "downward drift."
The most cited instance occurred in the winter of the Long Recension, when the re-designation of Ventilation Shaft 7 Gamma required re-calibration of nineteen spirals and eleven shafts, including the Central Ventilation Shaft Epsilon-9, whose own calibration certificate had not been reviewed in forty-one years. The audit completed fourteen months later found no error in the original certificate and no explanation for the delay.
Jurisdictional Disputes
Annex D is cited in the jurisdictional dispute over Ventilation Cross-Duct Φ, which lies partly under Clause 12 and partly under an ordinance of the Indirect Ventilation Conduit that predates the Seventh Concordance by at least two recensions. The dispute has not been settled; it is currently classified as "pending under Clause 12, sub-clause pending."
Clause 7.3's alloy specification has also been challenged by the Title-smiths, who argue that the alloy described is not obtainable at the required purity and that the tandem shelf-markers produced under protest since the fourth recension are therefore not compliant. The Annex D Audit Amp Verification has twice upheld the Title-smiths' material claim and twice declined to amend Clause 7.3, on the grounds that amendment would require re-calibration of every shelf-marker already in place.
Governance and Audit
Work conducted under Annex D is subject to the Annex D Audit Amp Verification, which operates on a quarterly cycle coincident with the "Purge and Profile" cycles mandated for the Ventilation Amp Environmental Shafts. The audits are thorough and their reports are filed in the Ventilation Registry, where they may be consulted by any officer holding a Circulation Sigil. Reports from the audits are not, however, admissible in the settlement of disputes arising under Clause 12, a limitation the Audit has formally objected to on four occasions.
Quarantine and buffering across the Eastern group fall under Clause 12's penultimate paragraph; the Ventilation System inventory, by contrast, is maintained under the Seventh Concordance proper and not under Annex D, a division of responsibility that has produced two complete and mutually inconsistent catalogues of the Central Ventilation Duct.
