Validation Amp Matriculation
MS 2984.29 · Practices and doctrines
Validation Amp Matriculation is the standing junction procedure by which a subject that has passed initial cataloguing is simultaneously certified internally consistent and assigned a procedural vector. It is the only procedure in the Tower administered jointly by two bodies of equal rank, and its records are consequently kept in two places, neither of which is considered authoritative by the keepers of the other. The practice is governed by Seventh Concordance, Annex 7-C, which established the Validation Amp Synthesis Office for the certification half, and by the standing orders of the Department of Matriculation, established 3352, for the assignment half.
The junction is old enough that no recension records its first performance. The earliest surviving docket, Ledger Fragment 9-B, is dated only by its counterfoil seal, which the Office of Works Amp Ways places no earlier than 3304 and no later than 3311.
The procedure
Validation Amp Matriculation proceeds in a fixed sequence of three stages, though the sequence is fixed only in the sense that any departure from it must be recorded on a departure slip before it occurs.
- Declared overflow audit. The Validation Amp Synthesis Office reviews the subject's declared overflow claim, a figure entered by the cataloguing clerk stating how much of the subject is expected to exceed its own classification.
- Vectoring. The Department of Matriculation conducts the formal process of vectoring, assigning the subject a case number and a referral destination.
- Conjunction entry. The outcome is entered on the permanent scroll held in the Matriculation Ledger, housed in Floor 112, Annex B.
The two halves run concurrently in theory and consecutively in practice, because the vector cannot be assigned until the overflow audit closes, and the audit cannot close until the vector is known. This circularity is addressed by the doctrine of the provisional subject, under which the subject is treated as though it had already been vectored for the duration of its audit, and is then vectored as though the audit had closed. The doctrine has never been challenged in writing.
Dispute of the parallel docket
The Office of Acquisitions Amp Stasis has contested the junction since at least 3371, when it began keeping a parallel docket of Validation Amp Matriculation outcomes on the grounds that a subject certified consistent but not yet vectored is, in its words, "held in a condition no officer of this Office can lawfully describe" (Office of Acquisitions Amp Stasis, Circular 44). The parallel docket has never been reconciled with the Matriculation Ledger, and the two now differ on some eleven thousand entries.
The dispute turned sharp in the winter of 3388 on Floor 61, where a subject was audited under one case number and vectored under another, and the resulting divergence was not detected for nine years. The Fumigation Amp Silence Corps was called in 3397 to close the floor while the discrepancy was traced. Its report, Silence Corps Docket 12, records that the subject had in the interval been catalogued twice more under the same name, and recommends that floors subject to junction delay be sealed at the stairhead and not at the landing. The recommendation was adopted.
"A subject certified and unassigned is not a subject in suspense; it is a subject in the wrong ledger."
— Validation Amp Synthesis Office, ruling of 3374, quoted in Seventh Concordance, Annex 7-C, marginalia
Scholarly disagreement
The principal disagreement among keepers concerns which record governs. The Department of Matriculation holds that the Matriculation Ledger is the record of outcome, and that a validation not entered in it is a validation not yet performed. The Validation Amp Synthesis Office holds the contrary: that the certificate issues at the moment of audit closure, and that the Ledger merely receives it, as a harbour receives a ship already at sea.
A third position, advanced by the Office of Works Amp Ways in its survey of the junction (Survey 8, unnumbered pages), holds that neither record governs, since the two bodies are of equal rank and the junction is therefore administered by no one. The Office has not pursued this position, noting that to do so would require it to assume authority it does not claim.
Disagreement also attaches to the numbering. The Department of Matriculation's case numbers are assigned in a sequence the Department describes as continuous and the Validation Amp Synthesis Office describes as "continuous only where observed." Divergence of Case Numbers, the standard text on the matter, counts four breaks in the sequence before 3388 and declines to count beyond it.
Present arrangements
Since 3412 the junction has been recorded on paired slips, one retained by each body, which are compared annually by a clerk of the Department of Matriculation's Seasonal Appeals Office. The comparison is made in the spring, in the room above the Annex B stair, and the slips are not to be carried up the stair in a bundle exceeding the width of the landing. The office reports that the comparison has closed without exception every year since it began, and that the exceptions are recorded separately.
Subjects that fail the overflow audit are not voided but referred, under holding title rules, to whichever floor accepts overflow of their class. The referral itself is a matriculation, and is audited in turn, and the Tower has not determined where this chain terminates. The Quarantine Amp Buffering service receives those subjects whose class is disputed between the two bodies, which is to say most of them.
Validation Amp Matriculation remains in force. Its most recent amendment, Fourteenth Procedural Clarification, adds a single sentence to the departure slip: that the slip must be signed before the departure, and may be signed after it only if the departure was itself the subject of a departure.
