Procedural Attenuation
MS 5574.00 · Practices and doctrines
Procedural Attenuation is the codified, non-physical application of Primary Attenuation principles to administrative, archival, and legal processes within the Tower. Governed chiefly by Concordance 17 (On Provisional Holdings), it is the formal method for reducing the contextual weight, interpretive ambiguity, or potential narrative dissonance of a document, directive, or historical record prior to its integration into the permanent catalogue. Unlike its physical counterpart conducted in the Attenuation Galleries, Procedural Attenuation is an intellectual exercise performed by mid-level Librarians, typically within designated Scriptoria on Floors 45–60.
The ultimate goal is not to destroy information, but to render it archivally stable—ensuring it does not resonate conflictually with established holdings or generate unintended hermeneutic feedback loops. As stated in Annex Θ of Concordance 17, "A properly attenuated procedure leaves no loose threads for future administrations to pull."
Standard Attenuation Phases
The process follows seven prescribed phases, mirroring the seven-stage attenuation of raw Archival Dust.
- Initial Resonance Scan: The document is analyzed for harmonic alignment or discord with related holdings, using reference matrices like the Theta-Four Index.
- Contextual Bracketing (or "The Setting of Parentheses"): Superfluous narrative context, anecdotal asides, or emotionally charged descriptors are identified and marked for reduction.
- Ambiguity Dampening: Procedures outlined in Dampening Protocols are applied to clauses with multiple valid interpretations, steering them toward the most bureaucratically neutral reading.
- Precedent Harmonization: The document's claims or directives are cross-referenced with prior Concordances and rulings. Direct contradictions are resolved through the insertion of conditional clauses ("except where otherwise specified in...") or through reclassification of the document's authority level.
- Temporal Anchoring: All references to time are fixed to the Tower's official chronicle, eliminating relative terms like "recently" or "henceforth" in favor of specific spiral designations.
- Signature Attenuation: The authority of the document's originator is assessed. Signatures of lower-ranked officials or deprecated Luminaries may be relegated to a secondary annex to prevent confusion over current jurisdictional lines.
- Final Calibration & Sealing: The attenuated text is read aloud in an acoustically treated chamber to check for lingering subjective resonance before receiving the official seal of procedural completion, a hexagonal stamp in indigo ink.
Instruments of Implementation
While lacking a physical instrument like the Attenuation Lens, Procedural Attenuation employs several specialized tools. The most notable is the Resonant Damping Mesh, a metaphorical framework—represented by a complex overlay grid on vellum—used during Phase 3 to isolate and neutralize ambiguous phrasing. Librarians also utilize Harmonic Nullifiers, which are standardized template phrases (e.g., "Notwithstanding the foregoing, for the purposes of inventory reconciliation only...") inserted to cancel out problematic implications. The Oculus of Precedent, a curated index of past attenuations, is consulted to ensure consistency in application.
Disputes and the Attenuated Motif
The most common scholarly disagreement concerns the point at which Procedural Attenuation becomes a form of censorship or historical revision. Proponents, often from the Office of the Keeper, argue it is a necessary maintenance function, akin to pruning a Fungus-Garden to prevent overgrowth. Critics, frequently found in the Lower Reaches Scriptoria, contend that aggressive attenuation strips documents of their essential historical character, creating what they term "the Attenuated Motif"—a bland, procedural sameness that obscures the Tower's own administrative evolution.
This debate is exemplified by the handling of post-Great Dimming Luminary portraits. While the portraits themselves undergo physical attenuation in the Galleries, the accompanying biographical bulletins must undergo rigorous Procedural Attenuation to align the narrative of their tenure with the current administrative ethos, a practice explicitly sanctioned by Part V, Clause vii of the Seventh Concordance.
Failure States and Rectification
Inadequately attenuated procedures are a primary source of institutional Clarity Depletion. Symptoms include contradictory directives circulating simultaneously, jurisdictional disputes between floors, and the spontaneous generation of "ghost protocols"—procedures that are followed but cannot be traced to an authoritative source. Rectification requires a costly and time-consuming Full Diagnostic Attenuation, often involving a temporary committee with oversight from the Galleries Monitoring Office. Persistent failures can lead to the invoking of penalties under the aforementioned Part V: Penalties for Procedural Neglect, which may include reassignment to dust-detail in the lower Arclight Sconces maintenance corridors.
Relation to Architectural Silence
It is theorized, though not proven, that the pervasive Architectural Silence noted in the Upper Reaches, particularly around the Galleries themselves, is not merely a physical acoustic phenomenon but a metaphorical extension of successful Procedural Attenuation—a stillness of contentious meaning achieved at an environmental scale. Research into this correlation is ongoing, though hampered by the difficulty of attenuating the research proposals themselves to secure funding.
