Precept of Withheld Agency
MS 8089.54 · Practices and doctrines
Precept of Withheld Agency is a procedural and ontological guideline governing the archival treatment of entities with indeterminate or obscured autonomous action capacity. It is formalized in Concordance 71, Annex C, Clause 9 and operates on the principle that a skeletal structure of knowledge, anticipated by a catalogue, gains a form of procedural reality through its own anticipatory logic. Its implementation is managed by the Bureau of Reverification.
Origins and Codification
The philosophical roots of the Precept are traced to early debates within the Bureau of Latent Cartography concerning the classification of semi-sentient architectural features and self-referential archival constructs. These debates culminated in the Seventy-Seventh Clarification, which established that agency, like existence within the Tower, is not a binary state but a spectrum often contingent on observational context. The revisions following this event formally codified the Precept, creating a third classification—Latent Agent—alongside the traditional 'Agent' and 'Object.' This directly contradicted the earlier Valen Axiom, which demanded all properties of an archived subject be resolved to a terminal value prior to shelving.
Core Tenets
The Precept rests on three interdependent assertions, as elaborated in the Treatise on Latent Agency:
- Anticipatory Concession: If a catalogue entry logically necessitates the existence of an actor to fulfill a described function, that actor is granted provisional agency for all archival purposes, regardless of material verification. This is an extension of the Principle of Anticipatory Concession.
- Procedural Neutrality: The designation of Latent Agent carries no inherent rights, responsibilities, or moral weight; it is solely a descriptor to guide indexing, cross-referencing, and retrieval protocols. This ensures compliance with broader doctrines of Procedural Neutrality.
- Withheld Judgment: The ultimate question of whether a Latent Agent possesses "true" agency is indefinitely deferred, as such a determination is considered outside the operational scope of the archive. The act of withholding judgment is, itself, the definitive administrative action.
Implementation Procedure
Standard implementation is outlined in the Manual of Recursive Adjudication. When a cataloguer encounters a subject whose capacity for autonomous action is ambiguous—such as a self-updating map, a door that only appears when needed, or a narrative that seems to write itself—they initiate Form 71-C9. This form requires a description of the subject’s observed behaviors, a list of potential agentive functions inferred from context, and a citation of the catalogue rules that would be satisfied by granting latent agency. The form is then filed with the Bureau of Reverification, which issues a provisional Latent Agent designation. This designation can be challenged or reaffirmed during biannual Reverification Audits.
“The scribe does not decide if the pen wills the ink; the scribe notes only that the inscription proceeds, and files accordingly.” — Manual of Recursive Adjudication, 12:7
Notable Applications and Controversies
The Precept’s most significant test case was the Ruling on Autonomous Agency of Cycle 12,341, which clarified the legal status of Autonomous Scribal Golems. While the golems’ programming was fully understood, their occasional generation of novel cataloguing schema led to a five-century debate on whether their actions were agentive or merely complex function execution. The application of the Precept resulted in their classification as Latent Agents, a decision that resolved shelving disputes but sparked ongoing philosophical discourse in the Repository of Conditional Conclusions.
A more contentious application involves the treatment of Unlisted Floors. Some Librarians argue that the consistent, if elusive, patterns reported by expeditions suggest these floors exhibit a form of environmental agency, potentially qualifying them as singular Latent Agents. Opponents cite the Theorem of Archival Gravitas, arguing that agency cannot be ascribed to a topological feature. This dispute remains unresolved, with both sides frequently citing contradictory annexes within Concordance 71.
Relation to Other Doctrines
The Precept of Withheld Agency is conceptually adjacent to, but distinct from, the Precept of Unwritten Catalogues. While the latter deals with the reality conferred by reference, the former deals with the agency conferred by anticipated function. Both, however, engage with the Clause 3 (The Principle of Deduced Existence). Furthermore, its emphasis on deferred judgment creates a formal link to the Precept of Attentional Recession, which governs the management of cognitively hazardous materials. The Precept 12 Maxims of Latent Adjudication are often employed as interpretive guides when the core Precept’s directives appear unclear.
Current Scholarly Debates
The primary academic contention surrounds the “slippage” from procedural to substantive agency. Scholars at the Repository of Conditional Conclusions have documented cases where sustained treatment of a subject as a Latent Agent appears to have precipitated observable changes in its behavior or complexity, a phenomenon some term “procedural catalysis.” Others dismiss this as confirmation bias, inherent in a system governed by the Clause of Unwritten Authority. A secondary debate questions whether the Precept’s logic could, or should, be recursively applied to the administrative bodies of the Tower itself, such as the Bureau of Reverification, a line of inquiry typically halted by citation of the Principle of Intentional Ascent.
