Precept of Attentional Recession

MS 4525.83 · Practices and doctrines

Definition and scope

The Precept of Attentional Recession is a procedural axiom governing the interaction between an observer's focus and the stability of certain classified phenomena within The Tower. In its canonical formulation it holds that sustained, deliberate observation of a qualifying non-entity causes that entity to recede from operational availability — that is, the phenomenon becomes inaccessible not because it has moved, withdrawn, or been concealed, but because the act of attending to it has rendered its function unavailable to the attending party. The Precept is philosophically derived from the Valen Axiom concerning latent observation, and its formal text is preserved at Concordance 71, Annex C, Clause 9. The Precept governs Spiral Recession in practice and provides the interpretive key by which Procedural Recession is distinguished from mere withdrawal of a service. It is operational rather than descriptive: it does not explain why recession occurs, but specifies how the Librarians and their subordinates are to behave when it is observed to occur.

History of codification

The Precept's foundational precedent is Clarification 17-C, issued by the Committee of Concordant Reconciliation in the matter of In re: The Whispering Grate on Level Ξ-7. The Committee's finding established that the Grate's failure to perform its documented venting function coincided precisely with the assignment of a permanent Observer to its alcove, and that the function resumed within eleven minutes of the Observer's relief. Clarification 17-C did not yet name a Precept; it merely recorded the correlation and cautioned against the appointment of standing observers to functional apertures. The principle was formalized in the post-clarification annexes to the Seventy-Seventh Clarification, which codified the reasoning of the Precept as a general rule applicable beyond apertures. The Manual of Recursive Adjudication subsequently set out its operational implementation, including the sequencing of observation and relief that became standard practice. The reasoning was supplemented, and to some extent complicated, by borrowing from the 3,147th cycle clarification of the Precept of Non-Anticipation, whose concern with anticipatory observation introduced a temporal subtlety the original formulation lacked: an observer who expects recession is, by the borrowed logic, already observing latently, and thus triggers the effect prematurely. The drafting clerk responsible for harmonizing the two texts, Sub-Conservator Havem Ossick, recorded in the margin of the working draft that the resulting clause "instructs the reader to observe without expecting, in a matter where expectation is the documented symptom." The margin note survives; the resolved clause does not.

Related instruments

The Precept's operational foundation underpins Registry's Standard Practice Bulletin 447, which governs the assignment and rotation of Observers across functional floors. Its doctrinal sibling, the Doctrine of Attentional Recession, extends the reasoning from procedural focus to psychological and sensory distance, mandating that an Observer maintain a measurable separation from the observed non-entity — a distinction which the two instruments have never fully reconciled. Adjacent instruments include the Precept of Withheld Agency, the Precept of Ambivalent Jurisdiction, and the Receding Protocols, each of which addresses a different vector by which a classified phenomenon may become unavailable. The Whorl-Spiral Motif appearing in the margins of the canonical text is traditionally read as a visual gloss on recession, though the Chamber of Receding Echoes records an alternative reading in which the whorl indicates the observer's own position rather than the entity's departure. A practical annex, Form 447-A: Notice of Unattainable Resource, allows any Librarian to file notice when a resource becomes unavailable under the Precept, without thereby conceding that the resource has ceased to exist.

Scholarly disagreement

The principal dispute concerns whether recession is attributable to observer focus or to an independent withdrawal. The dominant reading, supported by the canonical formulation and by the Precept of Attentional Recession as applied in Spiral Recession casework, holds that attention itself renders the function inaccessible. A minority position, traceable to the seventh recension of the Manual of Recursive Adjudication, argues that the observer's focus is merely correlated with recession and that the underlying withdrawal is autonomous. The minority text has been cited in three overturned rulings and is now shelved with a slip recording that it "may be consulted but not relied upon." A second, narrower dispute concerns whether an observer assigned under duress, or without being informed of the subject, counts as an observer for the purposes of the Precept. The Committee of Concordant Reconciliation has twice declined to rule, both times citing the pending status of Precept 12 Maxims of Latent Adjudication.

Custody and access

Custody of the Precept's canonical text rests with the Registry, which maintains it under Concordance 71, Annex C, Clause 9. Consultation is permitted during the morning hours; the reading room does not permit simultaneous consultation of the canonical text and the seventh recension, a prohibition dating from an incident in which two readers, having opened both, spent the remainder of the afternoon agreeing that neither document said anything. Copies of Registry's Standard Practice Bulletin 447 are available at the counter and are replaced monthly regardless of whether any have been taken.
