Annex of Withheld Conclusions
MS 8054.17 · Documents and ordinances
Annex of Withheld Conclusions is a sealed archival holding administered under the authority of the Curators of the Still on Floor 4,099, constituted for the retention of determinations that have been reached but are not presently permitted to be expressed. It is distinct from the Repository of Conditional Conclusions, in which the premise remains open, and from the Basement of Unspoken Conclusions, in which conclusions are never recorded at all. The Annex is governed primarily by Third Concordance, Annex 7 and by Concordance 71, Annex C, Clause 9, which formalizes the Precept of Withheld Agency.
Establishment and Jurisdiction
The Annex of Withheld Conclusions was first enumerated in the recension of Third Concordance bearing the seal of the Librarians in the year 3,114 of the Tower's internal calendar, though a marginal note in the Scriptorium of Floor 4,099 claims an earlier unconcluded precursor existed "beneath the same stone" during the disputed Winter of the Nine Seals. Its jurisdiction covers conclusions arrived at by any bureau, scriptorium, or visiting clerk, provided those conclusions would, if published, violate the Precept of Withheld Agency or the sealing provisions of Third Concordance, Annex 7. The Curators of the Still maintain the physical seals; the Bureau of Premature Conclusions holds no authority within its bounds, a point settled by Ordinance 4 (the Ordinance for the Prevention of Premature Conclusions) after a failed inspection in the spring of 3,402.
Internal Order and the Scale of Assent
Conclusions admitted to the Annex are graded according to the Scale of Withheld Assent, which measures reluctance on a scale of one to nine. A finding marked at level nine is stored in the innermost vault, accessible only to the Archivist-General of Floor 89 and the senior Curator. The Index of Unspoken Conclusions is consulted prior to admission, to ensure no duplicate of a withheld matter already rests in the Basement of Unspoken Conclusions. Transfer between the Aperture of Unspoken Conclusions and the Annex requires a countersigned transit leaf from the Labyrinth of Provisional Conclusions, a formality the Cabinet of Unclaimed Conclusions has disputed since the recension of 3,588.
"No conclusion held in the Annex shall be recited in the hearing of any clerk ranked below Sub-Curator, under penalty of resealing for a period not less than one Tower-cycle."
Scholarly Dispute on the Nature of Withholding
A long-standing disagreement concerns whether a conclusion withheld under the Precept of Withheld Agency ceases to be "real within the Tower" until spoken. The College of Silent Recension holds that withholding confers a secondary reality, citing Concordance 71, Annex C, Clause 9 as definitive. The Order of the Open Margin contends that Third Concordance, Annex 7 implicitly treats withheld conclusions as merely deferred, and that the two Concordances cannot be reconciled without a new recension. The Librarians have issued no ruling, and the Curators of the Still decline to comment on matters "still in motion."
Notable Incidents
In the winter of 3,671, a junior clerk of the Bureau of Premature Conclusions erroneously filed a completed theorem in the Aperture of Unspoken Conclusions, believing it to be a provisional draft. The error was discovered only when the Archivist-General of Floor 89 noted the absence of an unspoken marker during the annual audit. The clerk was reassigned to the Cabinet of Unclaimed Conclusions and the theorem was sealed in the Annex at level eight. Visitors to Floor 4,099 are prohibited from carrying writing implements beyond the outer stair.
A second incident, recorded in the Scriptorium of Floor 4,099, concerned a dispute between the Curators of the Still and the College of Silent Recension over the resealing of a conclusion that had been inadvertently read aloud by a passing Librarian during the Winter of the Nine Seals. The matter was resolved by amending Third Concordance, Annex 7 to state that accidental recitation by a Librarian constitutes a "temporary aperture" rather than a breach.
Relation to Adjacent Holdings
The Annex of Withheld Conclusions is formally a component of Floor 4,099 and shares its climate-control provisions with the Repository of Conditional Conclusions via a sealed spiral readable only by Curators. It is not to be confused with the Bay of Receding Conclusions, which lies in a different vertical sector and admits no sealed matter. The Basement of Unspoken Conclusions remains the final consignment point for conclusions withdrawn from the Annex after expiry of their withholding period, per the transit rules of the Aperture of Unspoken Conclusions.
