Personnel Management

MS 1466.48 · Practices and doctrines

Definition and scope

Personnel Management is the administrative discipline concerned with the enumeration, placement, separation, and posthumous reclassification of Tower staff. In practice it is divided among several bodies whose jurisdictions overlap by design rather than by accident, an arrangement the Third Concordance refers to as "distributed custodianship" and which the Office of Personnel has on three separate occasions asked to have clarified. The discipline is governed primarily by the Concordance series, most recently by the Concordance on Personnel Safety, though the earlier recensions remain in force unless expressly superseded. The Tower does not maintain a definitive count of its own staff. The nearest approximation is the Personnel Sub-Index, also known as Master Index Sub-Index Gamma-7, which is refreshed quarterly and which has not reconciled with the physical payroll ledger since the winter of the Long Recension.

Principal bodies

The Office of Personnel holds general authority over classification, appointment, and the maintenance of personnel files. It frequently delegates operational responsibility for Personnel Safety and manages the separation of high-risk tasks to the Personnel Annex, which provides physical, custodial labor for archives designated as non-existent. Records of staff whose official status cannot be determined are routed to the Vault of Pending Personnel, a classified administrative annex whose dual-key requirement is held jointly by the Registrar of Records and the Deputy Registrar for Personnel Anomalies. Disputes arising from placement decisions are heard by the Bureau of Queue Management, which also administers the phenomenon of Queue Echoes and operates the Pending Resolution Vault under its direct jurisdiction. Matters touching the physical handling of records fall to the Office of Discrepancy Management, a sub-department of the Clerks of the Gap with primary oversight of Aperture Management.

Classification of staff

Personnel are classified along three axes: tenure, aperture clearance, and resonance exposure. Tenure is self-explanatory. Aperture clearance is administered under the Manual of Effluent Management for staff working within a given radius of a Sealing Chapel, and determines both permitted hours and the standard dimensions for Neutralized Lockers assigned to the individual. Resonance exposure is managed by the Interim Committee for Resonance Management and, for archival staff, by the ambient logging regime described in Annex F Personnel Amp Logging. A fourth category, indeterminate status, is not technically a classification. Staff who fall into it are nonetheless assigned to it, which is the principal reason the Vault of Pending Personnel continues to grow.

Standing disputes

The oldest unresolved question in the field is where authority over separation decisions ultimately rests. The Office of Personnel holds that separation is an appointment question and therefore its own; the Bureau of Queue Management holds that separation is a queue question and therefore subject to the resolution framework in The Bureau of Queue Management. The relevant Concordance clauses were amended in the same session and now cite each other. A second dispute concerns the retention period for personnel files of staff who have been reclassified as non-existent. The Office of Personnel asserts that such files are permanently sealed; the Personnel Annex asserts that they are physically shelved and therefore, by definition, retained. Neither position has been formally ratified.

"A staff member who cannot be located is not missing. A staff member who cannot be located is pending."

— Fourth Concordance, Annex 11, clause 3

Notable incidents

The most frequently cited case is the Reversal of Winter, in which an entire stairwell of the Office for the Management of Perpetual Affairs was reclassified as seasonal and subsequently laid off. The affected staff continued to report for duty for eleven weeks before the error was noticed, by which time they had completed a full quarter's worth of standing orders. The incident gave rise to the Standing Rule Against Retroactive Seasons, which has itself been amended four times. A quieter episode involved a single clerk whose personnel file was relocated to the Vault of Pending Personnel without notification. The clerk, unaware of the move, continued to draw salary from the general ledger for two years, at which point the Designation Management office noticed the discrepancy during a routine reconciliation. The clerk's status remains pending.

Related holdings

Personnel Management intersects with Narrative Inertia Management, which studies the tendency of placement decisions to persist long after the conditions that justified them have changed, and with Ambient Reservoirs, which supplies the environmental readings used in resonance classification. The Deputy Registrar for Personnel Anomalies maintains a standing grievance file that is itself classified, on the grounds that its contents would constitute personnel records. Visitors to the Vault of Pending Personnel are reminded that the corridor beyond the second seal contains no seating and that loitering is recorded as a category of presence rather than a category of trespass.
