Narrative Inertia Management
MS 3455.92 · Guilds, orders and offices
Narrative Inertia Management is the branch of Tower administration concerned with the measurement, maintenance, and correction of a holding's resistance to alteration, as quantified in Kael Units (K.U.). It is distinguished from the measurement of Narrative Inertia itself — a function of the Department of Procedural Integrity, conducted at the Chroniclers' Atrium — by a division of labour set out in Fourth Concordance, Annex 9: the Department measures, and Management acts. The distinction is observed more strictly in memoranda than in practice.
Management operates under the general authority of the Standing Committee on Narrative Stability, which reports to the Librarians and files annually with the Bureau of Classes and Holdings. Its stated purpose is to keep catalogued subjects within the band of inertia considered proper to their class, neither so brittle that a holding fragments under routine consultation nor so fixed that it can no longer be amended when the record requires it.
Origins and the Dispute of the Two Annexes
The office was constituted in the winter of the year recorded as 4,112 by the recalcitrant calendar, following the West Spiral 44 Inquiry. That inquiry, convened after the resonance anomalies described in Echoes in West Spiral 44, found that the Department of Procedural Integrity had recorded a rating of 1.8 K.U. but possessed no authority to intervene. The holding was eventually isolated within a Tripartite Barrier on the authority of an emergency warrant signed by two Librarians and counter-signed by a third who had not read the file.
Management was created to prevent a recurrence. Its founding instrument, Ninth Concordance, Annex 2, states plainly that "where inertia is found deficient, the deficiency shall be remedied by the office empowered to remedy it, and not by the office that found it." The difficulty is that Fourth Concordance, Annex 9, had already vested remedial discretion in a committee of the same office. Both annexes remain in force. Clerks in the lower scriptoria are taught to cite whichever annex the duty officer prefers, and the duty roster is posted weekly.
Methods of Correction
Where a holding's inertia falls below the threshold set in Guidelines for Narrative Integrity — 5.3 K.U. for holdings of the ordinary class — Management may authorise the controlled introduction of antithetical narrative agents. The standard instruments are listed sequentially in the Guidelines and comprise Counter-Narrative Serums and Narrative Fertilizer. The order is not optional. The Incident of the Reversed Plot, in which a third-form clerk applied fertilizer before serum to a holding already rated low, produced a subject that insisted for eleven days that it had never been catalogued and had to be re-entered under a temporary heading.
Higher ratings are managed by withholding rather than application. A holding above 9.0 K.U. is left alone; Management's recorded position, restated in every annual return since 4,140, is that a subject too resistant to change is a subject that has stopped receiving visitors usefully. Below 2.0 K.U. the Tripartite Barrier is required, and Management's role ends at the door. Management does not enter barriers. This is a rule, not a preference, and the clerk who did so in 4,177 is no longer on the roster.
Jurisdictional Friction
The boundary between Management and the Department of Procedural Integrity is tested whenever a rating is disputed. The Department holds that calibration is a matter of observation and that observation is measurement; Management holds that an uncalibrated holding cannot be measured and that calibration is therefore its own. In 4,163 the Office of Calibrated Dampeners intervened on the Department's side and re-rated forty-one holdings without prior notice, of which nineteen crossed a threshold and required remedies Management had not prepared. The resulting exchange of minutes occupies eleven folios in the Registry of Grievances and is summarised in the Department's own note on Narrative Entrainment as "a difference of emphasis."
A related friction concerns Referential Inertia, which Management contends is a sub-metric within its remit and the Department contends is a separate phenomenon requiring separate instruments. Neither office has been willing to test the question before the Librarians, on the grounds that whichever loses will lose the staff.
Recorded Case: Florian Vess and Floor 3,908
The most cited instance of Management's method is the work of the senior clerk Florian Vess on Floor 3,908 in the winter of 4,155. The floor's principal holding, a catalogue of absent things, had drifted to 4.9 K.U. and begun to accept entries that should have been refused. Vess applied three doses of serum at intervals of nine days and declined to apply fertilizer, recording that the holding's difficulty "was not thinness but stubbornness, and stubbornness is not treated with feeding." The holding returned to 6.1 K.U. and has held near that figure since.
Vess's method was adopted informally across the neighbouring floors and formally only in 4,180. Vess's own petition to have it entered in the Guidelines was refused twice before the Standing Committee on Narrative Stability accepted it, and Vess has recorded in the margin of the accepted copy that the refusal cost the archive four holdings he considered recoverable.
Maintenance Notes
Management keeps no holdings of its own. Its instruments are stored on Floor 1,214, where the ambient inertias are low enough to be useful and low enough to be dangerous, and the store is accordingly entered only by the duty officer and only before the third bell. Serum vials are to be returned upright. The 4,177 review found that eleven vials had been left on their sides and that one of them had begun to describe itself.
