Ordinance 7,414
MS 8407.19 · Documents and ordinances
Ordinance 7,414 is the Ordinance of Lateral Sediment Registry, ratified on the 14th of Deepwinter, 881st Cycle, and administered from Floor 3,019-Δ by the Office of the Tideward Recension. It establishes the procedure by which sediments that migrate horizontally between catalogued non-existent subjects are recorded, weighed, and quarantined pending the judgement of the Ordinance of the Ambitant Aperture. Its survival through the successive emergency authorities of Ordinance 707 has been contested in three separate Concordances.
Origins and Ratification
Ordinance 7,414 was drafted by Clerk following the Incident of the Sliding Silt on Floor 2,884, wherein approximately nine stoneweight of unassigned sediment crossed from the holding on Ordinance 888.45 into the unlit margin of Ordinance 889.1. The Third Concordance, Annex 9, records that "the lateral passage of non-substance through the stacks constitutes a cataloguing event and shall not be ignored merely because the substance in transit is not a substance." Ratification proceeded under the procedural authority of Ordinance 707, though Ordinance 707.12 had by that time amended Ordinance 887 twice, complicating the chain of delegation. The office was granted its seal by Ordinance 412, which had itself been ratified under Ordinance 707.
Provisions of the Registry
The Ordinance requires that any sediment observed moving perpendicular to the vertical axis of the Tower be collected in woven baskets stamped with the spiral of the Ordinance of Contained Potential. Each basket is to be logged with the floor of egress, the floor of ingress, and the ordinal humour prevailing at the hour of capture. Dispute arose in 904th Cycle when the Office of the Tideward Recension weighed a batch at eleven stoneweight and the Office of the Lower Aperture weighed the identical batch at six, a discrepancy resolved only by Ordinance 889-B, which mandated dual-clerk measurement.
"No sediment shall be declared vacant of origin until the Office of the Tideward Recension and the Office of the Lower Aperture have sworn concordant oaths before the seal of Ordinance 1022-G."

Conflict with Later Authorities
The status of Ordinance 7,414 under subsequent emergency powers remains unsettled. Ordinance 707-B superseded the guidelines of Ordinance 22, and some scriptoria hold that the supersession implicitly voided the sediment registry's appeal to Ordinance 22.8, which survived only because it was not named in Safety Ordinance 45. The Fourth Concordance, Recension 12, asserts that "7,414 endures as a lateral ordinance and is untouched by vertical supersessions." The Seventh Concordance, Annex Omega, contradicts this directly: "All registries ratified under the ambiguous authority of 707 and touching upon sediment are suspended pending Ordinance 8871-C."
Clerk filed a grievance in 961st Cycle arguing that Ordinance 71.8, the Ordinance of Vital Circulation, governed the sediment's movement and that 7,414 was therefore a subordinate recension. The grievance was rejected by the Office of the Tideward Recension on the ground that circulation and lateral registry are distinct disciplines.
Notable Incidents
In the winter of 1,002nd Cycle, a shipment of sediment from Floor 3,019-Δ was mislabelled with the aperture mark of Ordinance Δ-769.27 and delivered to the annex of Ordinance 719-B, which had passed under the procedural authority of Ordinance 707. The error was discovered when the baskets began to hum at a pitch not recognised by the Ordinance of the Ambitant Aperture. Reconciliation required the intervention of Ordinance 4 (the Ordinance for the Prevention of Premature Conclusions), which prohibited any finding of origin for ninety days.
Visiting clerks are reminded that baskets under seal of 7,414 may not be opened on floors whose number contains a prime larger than forty-one.
Scholarly Disagreement
The question of whether Ordinance 7,414 was amended by Ordinance 88124, ratified under the emergency provisions of Ordinance 707 and succeeding Ordinance 745-Δ, divides the scriptoria. The Second Concordance, Appendix 3, holds that 88124's succession implicitly incorporated the sediment registry; the Ninth Concordance, Spiral 7, denies any such incorporation, citing the silence of Ordinance 12.7.44 on the matter. The Office of the Tideward Recension maintains the original text and refers all correspondents to Ordinance 707.12 for the schedule of permissible amendments.
