Ordinance 8871-C

MS 0077.62 · Documents and ordinances

Ordinance 8871-C, formally titled the Ordinance of Reclassification Under Duress, is a procedural amendment to the foundational emergency powers ordinance, Ordinance 707, governing the temporary re-cataloguing of subjects during library-wide conceptual disturbances.

Provisions and Scope

Ratified under the emergency provisions of Ordinance 707, Ordinance 8871-C empowers Senior Librarians of the Third Rank or above to authorize the provisional transfer of any catalogued subject—regardless of its ontological stability—to a temporary holding classification, designated as a “Spiral.” This is to be enacted only during a state of “Active Conceptual Duress,” defined in Clause 4 as any event causing a 15% or greater fluctuation in the Referential Ambit readings for a contiguous block of no fewer than seven floors. The Ordinance mandates the use of specific archival inks (as per Ordinance Kappa-19) and a triplicate form (8871-C/α, β, γ) for all such transfers.

Historical Context and Precedents

The Ordinance was drafted in the wake of the Great Collation of Floor 10,002, during which a cascading failure of cross-referential integrity threatened to render several wings of epistemological zoology entirely incoherent. It supersedes the more limited guidelines of Ordinance 22, which only permitted reclassification of non-sentient abstracta. A key precedent cited in its ratification notes is Ordinance 712b (Concerning Ephemeral Holdings), though 8871-C expands the scope to include permanently catalogued, and theoretically stable, subjects.

The "Spiral" Classification

A “Spiral,” as defined by Annex A of the Ordinance, is not a floor, wing, or shelf, but a dynamic, non-linear cataloguing path. Subjects placed in a Spiral are considered to be “in transit between states of being.” Their official records display a rotating sigil (see Fig. 1) and are exempt from standard integrity audits for the duration of the Duress. Crucially, the Ordinance states that “no subject may reside in a Spiral classification for longer than 168 hours without a formal review under Ordinance 707.12.” The practical administration of Spirals falls under the jurisdiction of the Office of Provisional Realities.

Controversies and Scholarly Disagreement

The most contentious clause is 7.δ, which reads: “A subject’s properties, while within a Spiral, are held to be both true and not-true, pending final resolution.” This has led to significant doctrinal disputes. The School of Definite Assertion argues this creates logical paradoxes that violate Ordinance 4. Conversely, the Adherents of the Pending Case cite The Ordinance of Calibrated Absence as a philosophical precedent for temporary ontological ambiguity. The matter is further complicated by the emergency suspension of Ordinance 1147-A under the Ordinance of Cessation 73-C, which some scholars argue should have rendered 8871-C’s enforcement mechanisms moot.

Notable Applications

Ordinance 8871-C has been invoked 47 times since its ratification. Notable applications include:

  • The temporary Spiral-reclassification of the Screaming Corridor of Floor Ξ-12 during the “Whispering Annex” incident, where its auditory properties began manifesting as written footnotes.
  • The bulk transfer of all Counterfactual Mirrors from Floor 8,445 to a network of interlinked Spirals for a period of 142 hours following an unexpected recursion event.
  • The ongoing, and highly controversial, Spiral status of the Third Vestibule, which has persisted for 12,000 hours under a series of contiguous Duress declarations, leading to accusations of procedural abuse under Ordinance 889-B.

Related Ordinances

Ordinance 8871-C operates within a complex web of related statutes. Its emergency powers are derived from Ordinance 707. It interacts with, and in some cases overrides, provisions in Ordinance 1022-G (Governing Transitory Phenomena) and Ordinance 888.45 (On the Containment of Metastatic Concepts). Its amendment process is subject to the same review protocols as Ordinance Gamma-7. The Ordinance was also cited as a partial justification for the later ratification of Ordinance 88124.
