Manual of Contextual Integration (CCI-α)
MS 1262.37 · Documents and ordinances
The Manual of Contextual Integration (CCI-α) is the primary procedural document governing the reconciliation of catalogued subjects within non-contiguous, thematically or conceptually related floors of The Tower. It defines the tiered framework for resolving discrepancies in a subject's manifestation, classification, and behavioral parameters across disparate contexts. Authority for its application is vested in the Directorate of Contextual Reconciliation, as per its own Clause 1.1.
Historical Promulgation
The CCI-α was formally promulgated by the Librarians under Concordance 147 on 14 Thermidor of the 712th Archival Cycle. Its development followed the Vekian Antithesis of Contextual Cohesion, a prolonged crisis during which catalogued subjects exhibited unpredictable ontological drift when referenced across floors with differing narrative taxonomies. The manual superseded seventeen earlier, conflicting guidelines, including the Provisional Directive on Cross-Floor Cohesion and the much-disputed Manual of Contextual Metrics.
Core Protocols
The manual structures its reconciliation process into three primary tiers:
- Tier I (Local Reconciliation): Applied when a subject’s variant manifestations on two non-contiguous floors share a Contextual Plausibility score above 0.8. Reconciliation is performed via automated Contextual Spooling protocols, which generate a synthetic median profile without requiring archivist intervention.
- Tier II (Directorial Arbitration): Invoked for scores between 0.5 and 0.8. A case officer from the Directorate of Contextual Reconciliation must construct a Primacy Argument to establish which floor's manifestation shall serve as the canonical anchor. This often requires consultation with the Division of Contextual Anchoring.
- Tier III (Concordant Appeal): Mandatory for scores below 0.5 or in cases of irreconcilable narrative conflict. The matter is elevated to a Concordance Arbiter, who may issue a binding amendment to the relevant floor's catalogue entry, effectively rewriting the subject's local reality.
Relationship to Other Manuals
The CCI-α exists in a state of defined tension with the Manual of Vertical Integration (CCI-β), which governs alignment across contiguous floors. While Vertical Integration concerns spatial adjacency, Contextual Integration addresses conceptual adjacency. The manuals are designed to be complementary, yet Clause 4.7 of the CCI-α explicitly states: "Contradictions between procedural outcomes derived from this manual and those derived from the Manual of Vertical Integration shall be resolved not by hierarchy of manuals, but by escalation to a Concordance Arbiter for a situational ruling." This clause is a frequent source of procedural delay.
Furthermore, the CCI-α formally incorporates by reference the annexes of the Manual of Vertical Integration pertaining to Integration with Annexes, treating such annexes as specialized contextual domains.
The School of Contextual Propagation Debate
A significant scholarly dispute, centered in the School of Contextual Propagation, concerns the manual's treatment of emergent properties. The CCI-α’s Axiom 12 states that a reconciled subject inherits only the explicit properties present in its source manifestations. The School argues that this ignores Implicit Contextual Carryover, whereby a subject integrated from, for example, a floor cataloguing "melancholy" and another cataloguing "granite," should inherently manifest a stony sorrow not present in either source. Proponents of the manual's strict construction, often labeled Contextual Purists, counter that such emergent properties constitute uncontrolled ontological leakage and violate the principle of Contextual Harmonization. This debate is most active within the Bureau of Cyclical Integration, which handles recursive reconciliation cases.
Operational Criticisms
Criticisms of the CCI-α are typically logistical rather than philosophical. The tiered system is often criticized for its latency; Tier II arbitrations have an average completion time of 4.2 cycles. Furthermore, the manual's reliance on Contextual Plausibility scores, calculated using deprecated metrics from the Manual of Contextual Metrics, is seen as introducing systemic error. Attempts by the Directorate of Concordant Integration to draft a CCI-γ revision have stalled repeatedly, largely due to objections from the Division of Contextual Anchoring regarding proposed changes to the Primacy Argument formulae. Consequently, the CCI-α remains the active standard, maintained through a growing body of interpretive clarifications that now exceed the original text in volume.
