Horizontal Integration Y54115430

MS 5478.36 · Documents and ordinances

Scope

The Horizontal Integration Y54115430 is both the designation of a codified administrative maneuver and of the document recording that maneuver's execution. The dual designation is deliberate and has been upheld in three rulings of the Directorate of Concordant Integration. The maneuver concerns the lateral assimilation of anomalous holdings into an archival plane; the document concerns the assimilation of a principle into the Concordant authorities. The two are routinely conflated by junior cataloguers, a confusion which the Bureau of Cyclical Integration has classified as the most common citation error in the Tower after the misfiling of the Eastern Spur annexes.

Origin and ratification

The maneuver was formally executed in 17-Δ--43, the year of the Silent Wing Reconciliation, and belongs to the third protocol of the Principle of Perpetual Amendment. It accomplishes the definitive lateral assimilation of the anomalous holdings designated under provisional taxonomy Y54115430 into the structured archival plane of Level Ξ-47. The taxonomy designation was originally provisional and has remained provisional for longer than most of its assigned holdings have existed. The document articulates, in its preamble, the Principle of Non-Contradictory Ontology, for which it is cited as the first and most definitive source. Commentary on the Principle of Contradictory Harmony also appears, in a hand distinguishable from the body text, though the identity of the annotator has never been resolved and the annotation is not recorded in the Concordance index.

All substantive additions shall be reconciled with existing concordant authorities before admission, and where reconciliation fails, the addition shall be set aside to be reconciled with again.

— The Horizontal Integration Y54115430, preamble

The maneuver

Execution of the integration proceeded over a period of nine months on Level Ξ-47. The holdings in question had accumulated under a provisional taxonomy during the administrative interval preceding the Silent Wing Reconciliation and were considered anomalous by reason of their refusal to sort on any established axis. Lateral assimilation was preferred to vertical means because the level above was at that time occupied by the scriptoria of the Manual of Vertical Integration, whose staff objected to overhead loading on grounds of dust. For a full procedural account, see Integration and, for the resonant variant applied to the remaining 40% of the holdings, Manual of Resonant Integration. The Manual of Contextual Integration was drafted afterwards specifically to handle cases where the assimilation plane could not be located without reference to the holdings being assimilated onto it.

Concordance dispute

The maneuver's ratification led to the colloquial suffix "The Silent Wing Reconciliation" being appended to Directive 14,408-β, a suffix which two later Concordances treat as binding and one treats as merely customary. The Charter of Horizontal Administration describes crossings of this class as "such crossings as fall within the deliberative band," a phrase which the Plane of Deliberation has since claimed as its own definition of itself, without reference to the Charter's priority. The scholarly disagreement concerns the scope of the Principle as stated. One reading holds that the Principle of Non-Contradictory Ontology, as first articulated in this document, governs only subsequent substantive additions and not the assimilation described in the document itself — a reading which would leave the Y54115430 holdings in a jurisdictional gap. The contrary reading, associated with the ruling of the Directorate of Concordant Integration referenced above, holds that the maneuver is a canonical example of the Principle's own application and cannot be excluded from it. Both readings are cited in current practice.

Later citations

The integration is cross-referenced under Archival Integration, Doctrinal Integration, Ceremonial Inscription Amp Integration, and the standing entry for Procedures for Latent Integration. The related maneuvers catalogued under Annex Δ and Integration with Annexes cite the Y54115430 document as precedent but do not reproduce its preamble, a gap which readers are advised to close by consulting the document directly. Level Ξ-47 remains open to visitors on ordinary reading days. Access to the assimilated holdings requires a written chit from the Bureau of Cyclical Integration; umbrellas are to be left at the stairhead.
