Mandate of Integration

MS 3719.58 · Documents and ordinances

The Mandate of Integration is the standing instrument by which the Directorate of Concordant Integration asserts authority over any material, person, or floor proposed for assimilation into a concordant body. It is not a single document but a formula — a phrasing of claim, revised across successive recensions, that must be recited aloud by an integrating officer before any act of Integration may begin. The Mandate is distinct from the Manual of Resonant Integration, which supplies procedure, and from Concordance 37, which supplies the Directorate's statutory foundation. Where those texts say how and by what right, the Mandate says only that this shall be so, and it says it in eleven lines.

Form and recitation

The current recension, the Ninth, runs to eleven lines of plain script on a single leaf, sealed at the lower margin with the oblique mark of the Bureau of Pre-Integration. It opens with the formula Let the floor be counted as one, proceeds through six lines enumerating what is surrendered by the material under integration, and closes with the assertion that the act is undertaken in the sight of the Librarians and to the satisfaction of the Concordance then in force. The recitation must be audible. The Second Ordinance of Aperture, clause 14, requires that the officer not turn their back on the aperture while speaking, a provision added after the Winter Recitations of Floor 1102.

Practitioners of Doctrinal Integration recite the Mandate twice — once at the opening of the session and once at its close — on the reasoning that the first recitation establishes jurisdiction and the second confirms it survived the work. Practitioners of Archival Integration recite it once. The two schools have never reconciled this, and the disagreement is now old enough that Concordance 61 simply permits either usage without preference.

"The Mandate is not read to persuade the material. It is read to inform the record that the material has been informed."

— Marginalia of the Ninth Recension, fol. 3v

Dispute over the sixth line

The sixth line of the Mandate, which names what the integrated material retains of its prior designation, has been in contention since the Fourth Recension. The Directorate of Concordant Integration holds that the line is enumerative and exhaustive: whatever is not named in the sixth line is extinguished by the seventh. The Bureau of Cyclical Integration holds that the line is exemplary only, and that retention is governed by the practice of Integration with Annexes rather than by the text. The dispute has been carried to the Integration Committee four times; each time the Committee has authorized a Concordant Resolution affirming the line's plain meaning, and each time the Bureau has observed that the plain meaning of a line amended eleven times is not plain.

In the winter of the Third Recension Crisis, an integrating officer on the Stairwell of Unnumbered Leaves recited the Fourth Recension in error before a body of ceremonial amps. The error was not detected until the ninth hour, by which point the amps had been integrated under a formula three recensions out of date. The Directorate ruled the integration valid on the grounds that the Mandate's authority inheres in the office, not the leaf, and issued the Directive on Recensional Fault the following spring. It has been cited eleven times and read, by the Directorate's own count, twice.

Physical custody

The sealed leaf of each recension is held in the Aperture Archive on the floor designated 4407, in a case of layered horn and blackened brass. Access requires the countersignature of two Librarians and the presence of a Bureau of Pre-Integration clerk, whose function is to confirm that the leaf produced is the leaf requested. This is not a formality: in the matter of the Substituted Leaf of 4407, a clerk named Oris Henweave refused three successive requests on the grounds that the leaf presented at the case was the Fifth Recension dyed to resemble the Sixth.

Henweave's refusal was upheld. The substituted leaf was retired to the Annex of Withdrawn Instruments, where it remains, and the clerk's notation on the refusal docket — the seal is correct and the hand is not — is now taught in the Novitiate of the Sealed Leaf. Visiting readers may consult the Mandate only in the presence of a clerk, and may not bring ink of any colour into the reading chamber.

Relationship to the Manuals

The Manual of Vertical Integration treats the Mandate as a preliminary to Integration with Annexes and requires its recitation before the first annex is opened. The Manual of Contextual Integration (CCI-α) disputes this ordering, placing the Mandate after contextual assessment on the grounds that one cannot mandate what one has not yet described. The Manual of Resonant Integration declines to fix a position and notes only that the Mandate "shall be recited at the hour appointed, or at the hour next convenient."

The Procedures for Latent Integration are the sole canonical text to dispense with the Mandate altogether, a dispensation the Directorate has neither confirmed nor revoked. The Horizontal Integration Y54115430 was integrated under those Procedures, and the Directorate's three rulings upholding its dual designation make no mention of the Mandate — a silence that the Bureau of Cyclical Integration has characterized, in its Seventh Memorial to the Committee, as "an omission of consequence and, we suspect, of relief."

Inventory of recensions

The nine recensions are recorded in the Register of Standing Instruments as follows, with the year of sealing reckoned from the Concordance of First Measurement:

  • First Recension — sealed year 2, withdrawn; fragmentary.
  • Second Recension — sealed year 19, lost in transit, Floor 3390.
  • Third Recension — sealed year 44, superseded; the recension at issue in the Crisis.
  • Fourth through Eighth Recensions — sealed years 51, 90, 91, 118, 147; held at the Aperture Archive.
  • Ninth Recension — sealed year 163; current.

The gap of one year between the Fourth and Fifth Recensions is unexplained in the Register. The Office of Recensional Chronology has twice been asked to account for it and has twice replied that the year in question is under review.
