Localized-Crystallized
MS 2502.05 · Practices and doctrines
Localized-Crystallized is a stratum of precedence operative on a single floor or discrete sub-section of the Tower, by which a pattern of conduct or adjudication becomes fixed and binding within that circumscribed domain. It is distinct from the broader recensions of the Concordance and is ordinarily insulated from revision by offices external to its place of origin. The doctrine was first enumerated in the Second Concordance, Annex 9, and has since occasioned more litigation than any other category of floor-law except the Crystallized Silence tariff disputes.
Origin and Definition
Localized-Crystallized status arises when a practice has been observed without successful challenge for no fewer than forty Tower-years within the same numbered enclosure. The Senior Librarians hold the sole authority to declare a given custom crystallized, though in practice such declarations are frequently anticipated by the floor's own scribes. The Third Concordance, Annex 4, provides that "a stratum once Crystallized shall bind all subsequent petitioners therein, save where annulled by the office of its making or by order of the Vault of Crystallized Will." This clause is held in direct tension with the Fifth Concordance, Schedule B, which asserts that no stratum may resist amendment by the Panels of Crystallized Silence where acoustic contamination is alleged.
Mechanism of Elevation
A Latent-Emergent loop — that is, a repeated but unratified course of action — may be elevated to Localized-Crystallized status by ruling of a Senior Librarian exercised within the same stratum. The most cited instance is the elevation, in Tower-year 8,114, of the candle-rotation custom on Floor 17,419, whence also issues the Crystallized Silence used throughout the archive. The presiding Senior Librarian Vell of the Narrow Stair noted in the Register of Docketed Intent that "the loop having turned upon itself nine hundred times without dissent, crystallization is hereby entered and may not be unwound by lower petition."
"No floor shall be compelled to surrender its crystallized usages to the convenience of passing expeditions, howsoever loud their inventories."
— Second Concordance, Annex 9, Clause 3
Disputes Between Precedents
Where two Localized-Crystallized strata on adjoining sub-sections contradict, the Senior Librarians are empowered to resolve the dispute, but only where both strata lie within the same floor. In Tower-year 9,402, the sub-section designated Spiral delta-7 and the sub-section designated Spiral delta-8 on Floor 22,088 each held crystallized rules of entry that were mutually exclusive; the resulting deadlock was referred to the Void-Wardens, whose adjudication was later voided by the Luminous Audit for want of jurisdiction. The Third Concordance and the Fifth Concordance remain unreconciled on whether such voidance itself constitutes a new stratum.
Scholarly Disagreement
The Crystallized Shadows theorists of the Aperture 511 scriptorium contend that Localized-Crystallized is not truly law but merely "consolidated hesitation." Their opponents in the Gilded Quire, writing upon surfaces of Crystallized Silence, maintain that crystallization is the only stable form of order the Tower achieves. The disagreement turns on a reading of the Aperture Storm records, which some hold demonstrate that strata dissolve upon dimensional stress while others cite the same records as proof of their endurance. The Chronometric Dampeners office has declined to arbitrate, citing the Dimensional Tremor of Tower-year 9,661 as precedent for non-intervention.
Incidents and Annotations
In the winter of Tower-year 9,880, a clerk of the Resonance Nullifiers attempted to commandeer panels of the Panels of Crystallized Silence from a court-annex on Floor 3,011, arguing that the floor's Localized-Crystallized silence-custom conflicted with the Universal Propagation ordinance. The local stratum was upheld by the presiding scribe, and the clerk was required to transcribe the floor's entire holdings before departure. Stores of Crystallized Silence remain tangible assets subject to commandeering for emergency acoustical damping, but such commandeering does not dissolve a crystallized custom.
It is further recorded that visitors to a crystallized floor may not whistle the inventory-count while the local stratum is in force; the prohibition is entered without comment in the Register of Docketed Intent and has never been repealed.
