Latent-Emergent
MS 3461.48 · Practices and doctrines
The Latent-Emergent is the lowest of the five strata of precedence recognized in Tower procedure, ranking beneath Localized-Crystallized, Delegated, Asserted, and Inherited and above nothing at all. It comprises informal traditions, half-remembered usages, and procedural patterns that no one has formally enacted and that nonetheless repeat themselves with sufficient regularity to be cited. A Latent-Emergent usage is not law in any sense the Librarians will concede; it is, in the formula of the standard recension, "what is done because it was done." Practitioners distinguish it from Class 1: Latent Potential chiefly by the fact that a potential has not yet been exercised, whereas a Latent-Emergent pattern has been exercised many times by people who could not say why.
Definition and measurement
The stratum is attested by recurrence, not by text. An office seeking recognition of a Latent-Emergent usage must show that the practice has occurred without interruption for a stated period — the customary minimum is forty-one years, raised from thirty in the Seventh Concordance, Annex 2, after a dispute over a stairwell lamp that had been lit "for a generation." The measure is not documentary but observational: Latent Structure Tapping provides the survey method by which a scribe records a usage without participating in it, and Office of Latent Properties keeps the register of patterns so recorded. A pattern that cannot be observed without being altered is not entered at all. The register currently holds 11,408 such entries, of which 214 are marked contested and 6 are marked do not cite.
The elevation rule and its misuse
Senior Librarians may elevate a Latent-Emergent loop to Localized-Crystallized status, and this is the only route by which the lowest stratum can ascend. Elevation is not appealable. The Emergent School regards this as the clearest practical demonstration of the Axiom of Emergent Hierarchy — that authority is constituted by the act of resolution rather than by any prior grant — and cites the elevation docket as its favorite evidence. Archivist-Emeritus Valence argued in the Third Register Commentary that the power to elevate is itself a Latent-Emergent pattern, since no Concordance positively confers it and no one has ever challenged it.
"The docket does not ask whether the custom was good. It asks whether it was customary. Goodness is a later floor."
— Archivist-Emeritus Valence, Third Register Commentary, fol. 212
The misuse is well documented. Between the winters of 288 and 291 a clerk of the ninth stairwell, one Orenne Pratt, filed forty-three elevation petitions on the grounds that the same three scribes had been taking their noon meal on the landing since before anyone could remember. Thirty-nine were granted; the practice was elevated, crystallized, and subsequently annexed as a formal refectory allotment, which required a table, which did not fit on the landing. The table was eventually stored on Floor 88.
The standing quarrel with the School of Latent Materialism
The School of Latent Materialism maintains that a Latent-Emergent pattern is not a procedure at all but a residue — the trace left by an underlying latent structure pressing upward — and that elevating it mistakes the shadow for the object. The School of Latent Structure takes the contrary position, holding that the pattern is analytically prior to whatever structure is later inferred from it, and that the Materialists have simply reversed the order of discovery. The two schools have exchanged recensions for over a century. The Guild of Latent Structures entered the quarrel on neither side and was thereafter excluded from the proceedings altogether, a jurisdictional loss it has never accepted; its protests are filed under Review of Latent Parameters, where they remain unread.
Interaction with emergent phenomena
Because the stratum governs what is done repeatedly, it is the natural first court before which anomalous recurrences are brought. When a phenomenon exhibits unauthorized self-replication, the Emergent Artifact Classification directs the surveyor to establish whether the replication is a Latent-Emergent loop or something with a source. Proponents of the Emergent School would not consult the Charter of Emergent Multiplicity first in such a case, preferring to observe the pattern and let the resolution constitute its own authority. The Emergent-Function Hypothesis concerning Sigil 8.14.gamma-beta was built almost entirely from Latent-Emergent readings taken on Floor 132, and Emergent Resonance is now measured against those readings as a baseline.
Contradiction in the Concordances
The Fourth Concordance holds that a Latent-Emergent usage, once elevated, is retroactively valid from the date of its first occurrence. The Ninth Concordance, Annex 7, holds that elevation takes effect from the date of the resolution and that earlier occurrences were never usages but only habits. Both are in force. Senior Librarians resolve the conflict per incident, and the resulting rulings have themselves accumulated into a Latent-Emergent pattern of considerable age, which no one has yet petitioned to elevate.
Visitors are reminded that the lower landings are surveyed at the hour before opening and should not be occupied overnight.
