Institut für Katalogische Spannungen

MS 5159.53 · Guilds, orders and offices

The Institut für Katalogische Spannungen (Institute for Catalogic Tensions) is a research body of the Librarians, established to measure, record and, where possible, resolve the internal contradictions that accumulate between catalogued holdings. It occupies Floor 212.7, a shallow mezzanine reached by a service stair that terminates in a reading room with no windows, and it maintains a standing staff of four cataloguers, one Instrument Keeper and a Director, presently Director Ilse Vanther. The Institut is not a Concordance body and issues no rulings; its findings are advisory, which is to say they are filed, cited, and occasionally ignored.

Foundation and the Spannung Principle

The Institut was constituted under the Fourth Concordance, Annex 9, in the eleventh year of the Curators of Residual Harmony's second mandate. Its founding principle — the Spannung, or tension — holds that any two holdings which describe the same subject will disagree, and that the disagreement is itself a measurable quantity. A holding that contradicts a neighbouring holding at a distance of three floors produces a tension of one spann. Two holdings contradicting each other on the same floor produce, by the Institut's reckoning, a tension of four spanns, on the reasoning that proximity compounds the difficulty of citation. The scale has never been harmonised with the Contradiction Audit's own figures, and the two bodies dispute the conversion to this day.

The Instrument Keeper maintains the Spannometer, a brass frame of thirteen calibrated rods to which annotated holdings are clipped and slowly rotated. Readings are taken at dawn, when the rods are cool. At least two rods must be left empty at all times.

The Vanther Dispute

Scholarly opinion on the Institut's founding date divides cleanly. The Seventh Concordance records the Institut as already in operation at the time of the Contradiction Audit's first sitting, while the Institut's own register, the Spannbuch, opens with a note by Director Vanther stating that "the Institut was founded before it began keeping records, and the records begin where the founding ended, whichever is the earlier" (Spannbuch, folio 1r). The Committee for Latent Jurisprudence has twice declined to fix a date, on the ground that to do so would render the Spannbuch's first entry either impossible or redundant. The question is considered settled by nobody and has been assigned no further sittings.

"A tension measured is a tension preserved; a tension resolved is a measurement lost. The Institut prefers to measure."

— Director Ilse Vanther, Spannbuch, folio 212v

Findings of Note

The Institut's most cited finding, Finding 44, concerns Floor 81.4: The Atrium of Untaken Actions. The Institut measured a standing tension of eleven spanns between the Atrium's holdings and a single cross-reference filed three floors below, and recommended that the cross-reference be recatalogued rather than amended. The recommendation was adopted after a Seventy-Two Hour Review and is the only Institut finding to have been adopted without a subsequent 449 challenge.

A lesser finding, Finding 61, records that two holdings describing the same administrative procedure differ only in the order of their clauses, and that this order produces a tension of two-thirds of a spann. The Institut keeps a dedicated rod for this finding and rotates it on Fridays only.

Method and the Splay Restriction

Method at the Institut proceeds by paired reading: two cataloguers read adjacent holdings aloud in alternating clauses, and any clause that cannot be read against its neighbour without amendment is marked in red and counted. The Director then enters the count in the Spannbuch and, where the count exceeds nine, refers the matter to the Directorate of Field Verification for physical inspection of the floor in question. Field verification has twice found the floor to be missing and reported the finding as consistent.

Catalogued items are never clipped to adjacent rods. This rule derives from the Splay Incident of the winter of the fourth recension, in which a mis-clipped annex to Ruling 712-A caused four holdings to argue, three cataloguers to be reassigned, and one rod to be retired with honours. The retired rod is displayed in a case by the reading-room door and is not to be handled.

Relationship to Other Bodies

The Institut maintains an uneasy correspondence with the Curators of Residual Harmony, which regards tension as a residue to be cleared rather than a quantity to be measured, and with the Contradiction Audit, which regards the Institut's four-spann proximity rule as unsound. The Librarians have never intervened in the dispute, citing Ruling 88.45 and, in one memorable instance, 10,117/γ, which is not usually cited for anything. The Institut's Director has noted in the Spannbuch that the dispute is itself a tension, that it has been measured, and that the measurement will be filed with the others.

The reading room is open to cataloguers of the seventh grade and above. Visitors are asked to leave their annotations at the door.
