Initial Dampening Amp Stabilization
MS 2417.48 · Practices and doctrines
Initial Dampening Amp Stabilization (IDAS) is the first-stage suppression protocol applied to any newly catalogued anomaly whose readings exceed the tolerance thresholds set out in Concordance 4, and the shortest surviving procedure in the containment corpus. Its complete text occupies one leaf of Dampening Protocols, Article 2, and has not been amended since the third recension. It is nevertheless among the most litigated documents in the Tower, and no fewer than four offices claim authority over its execution.
The protocol is distinguished from the fuller Containment Amp Stabilization by scope and by moment: IDAS is applied at the point of encounter, before classification is settled and before a logging number and date have been assigned. Where Containment Amp Stabilization governs an object's continuing custody, IDAS governs only the interval between discovery and the arrival of a numbered file.
Procedure
IDAS consists of a single calibrated dampening field, applied at the lowest amplitude consistent with a stable reading, held for no fewer than forty minutes and no longer than the arrival of the duty cataloguer. The field is deployed in accordance with Clause 3 of the Map 1 Initial Containment Amp Description, which requires that the amplitude be recorded at both the commencement and the withdrawal of the field. Where the two figures disagree by more than one part in two hundred, the procedure is void and must be begun again under a fresh witness.
Responsibility for the physical apparatus rests with the Custodians of Fluids Amp Flux, who maintain the dampening basins and who applied the first dampening protocols during The Kalendor Flux. Record-keeping falls to the Office of Acquisitions Amp Stasis, which administers Containment Amp Stabilization and oversees containment during transit. The two offices have not agreed on the format of the amplitude record since the Ruling of H swept Underbridge, which separated Containment Amp Stabilization from Provisional Stabilization without saying which office inherited the provisional forms.
Relation to MAP-1
IDAS is the fourth of the seven stages of initial encounter described in MAP-1, following Ingress Amp Isolation and preceding the drafting of the Initial Containment Amp Description. It is a mandatory component for the execution of the Containment Amp Notification, and a failure to record the withdrawal amplitude has been held, in two separate rulings, to invalidate the Notification entirely rather than merely to delay it.
The Initial Containment Amp Description body notifies the VII-Amp team when a new holding requires cataloguing; IDAS is the state in which the holding is held while that notification is composed. Clerks of the Office of Acquisitions Amp Stasis are fond of saying that IDAS is the Tower's way of asking an object to wait quietly while its paperwork catches up. The saying is recorded in the office's standing instructions, though without attribution.
The Underbridge dispute
"Stabilization begun is stabilization held. No office may withdraw a field on the ground that a second office has not yet replied."
— Ruling of H swept Underbridge, Article 6
The ruling settled the immediate question — that an anomaly may not be permitted to lapse into unstabilized condition while two offices exchange memoranda — but it created the difficulty that now occupies most of the literature on IDAS. A field that may not be withdrawn for want of a reply may, in principle, be held indefinitely. The longest recorded initial stabilization is that of the holding on the ninth floor of the eastern spiral, which was held under IDAS for eleven years and four months while a dispute over its prospective classification moved between three scriptoria. It was eventually catalogued as Provisional, and the amplitude record was lost.
Scholarly disagreement
The principal controversy concerns whether IDAS and the deployment of a calibrated dampening field under the Initial Containment Amp Description are one procedure or two. The position of the Custodians of Fluids Amp Flux, restated in their third recension, is that they are identical in apparatus and therefore identical in kind, the difference lying only in which office holds the pen. Against this, the Bureau of Resonance Dampening maintains that IDAS is a distinct act with its own amplitude thresholds, and cites the Acoustic Dampening Guild's marginalia on Article 2, which refer to "the short holding" as a thing separate from any description.
The disagreement is not merely antiquarian. If IDAS is a distinct procedure, its violations fall under one schedule of penalties; if it is a variety of the Initial Containment Amp Description, they fall under another, and the two schedules differ by a factor of three. A reconciliation was attempted in the Second Recension of the Dampening Protocols, but the relevant annex was withdrawn before ratification and has not been resubmitted. A note in the margin of the surviving fair copy reads, in the hand of the registrar, "let it stand."
Practical notes
Holdings under IDAS may not be entered in the general catalogue, spoken of by name in the refectory, or moved between floors while the field is live. The prohibition on refectory mention dates from a winter in which three separate holdings were discussed over the same meal and, by the following morning, had exchanged readings; the episode is recorded as the Refectory Confusion and is the reason that initial stabilizations are discussed, when they must be discussed at all, by floor number only.
Clerks are reminded that the forty-minute minimum is measured from the first steady reading, not from the lighting of the basin. The distinction has been the subject of two appeals and one resignation.
