IHN-772

MS 1796.42 · Documents and ordinances

IHN-772 is an Irreconcilable Holding Number presently assigned to a single surviving ledger leaf recovered from the flooded sub-stack beneath the Chamber of Deferred Judgement. The designation was issued on 14 March by the Clerk of Provisional Holdings and confirmed without amendment by the Committee of Concordant Reconciliation on 2 April, making IHN-772 the only holding number in the current register to have passed reconciliation on its first presentation. This is generally treated as an ill omen.

The physical holding measures 210 by 297 millimetres, is water-stained throughout, and bears a partial entry in a hand that the Vault of Precedents has declined to identify. It is kept in an envelope of unbleached linen in Stack 11 of the Vault of Irreconcilable Holdings and may be examined on written application. Visitors are asked not to straighten the leaf, as its fold has been measured.

Contents of the leaf

The entry is legible from line three onward and reads, in full:

"…received of the under-clerk, in the matter of the two doors, one inventory. Inventory not to be opened until the matter is decided. The matter is not decided."

— IHN-772, recto, lines 3–6

No under-clerk has been identified. No inventory answering to the description has been recovered from the sub-stack, though four separate sweeps between 14 March and 9 June returned inventories that the Committee ruled to be other inventories. The two doors referred to are presumed to be the paired doors at the head of the flooded stair, one of which opens onto a wall. The Iterative Chamber has requested custody of the leaf twice and been refused twice, on the grounds that the Chamber would open it.

Dispute over the opening

The chief difficulty, and the reason the holding has never been released from provisional status despite passing reconciliation, is that IHN-772 has no measurable content. Under Third Concordance, Annex 9, a holding number may be confirmed only where the holding admits of description; IHN-772 admits only of a prohibition on description. The Librarian-Arbiter has held, in a ruling of 30 April now cited on both sides of every argument that follows it, that a prohibition is itself a description and that the leaf is therefore fully catalogued. The Vault of Conditional Forms dissents in a standing note, arguing that a description of what may not be done is not a description of what is held, and that the Committee has confused the envelope with the letter.

An earlier recension of Annex 9, superseded but never withdrawn, would have required the leaf to be assigned to the Vault of Unfinalized Sums on the ground that an undecided matter is a sum not yet reckoned. Foreman Aethelred endorsed this reading in a memorandum of 1558 and has not endorsed anything since.

The second door

In the winter of the year the sub-stack flooded, a survey party under the Ghost Vault recorded that the door opening onto the wall had begun to admit a draught. The observation was logged, disputed, and logged again. Illary Winters, then a junior surveyor, noted in the margin of her return that the draught smelled of the stair above, which the party had not yet descended. Her marginalium was detached from the return and filed separately, and has since acquired its own holding number in the Vault of Irreconcilable Holdings. It does not cross-reference IHN-772, and the Committee has ruled that it need not.

No subsequent survey has detected a draught. The Contradiction Protocol was invoked once, in the spring, and resolved the discrepancy by recording both findings as correct. IHN-772 was not amended. Under the Protocol's third article, a holding whose circumstances contradict themselves is not thereby irreconcilable, provided the contradiction is stable; the Committee has taken the view that the leaf's contradiction is stable, and that this is the strongest thing that can be said for it.

Current status

IHN-772 remains in Stack 11, unopened, undecided, and confirmed. The envelope was replaced in the autumn of the current year, the old envelope being retained inside the new one in accordance with standing practice. The Clerk of Provisional Holdings has requested that the holding be reclassified as permanent, on the ground that a matter undecided for this long has effectively decided itself. The request is pending. It has been pending since the request was filed, and the Committee has scheduled it for consideration at a session to be convened when the matter of the two doors is decided.
