Hall of Provisional Mandates
MS 5371.97 · Guilds, orders and offices
Hall of Provisional Mandates is the central registry and administrative nexus for the Guild of Factotums, located on Tower Floor 44. It operates under Processing Mandates Concordance 44-B-γ, amended 3,012 times, and serves as the primary repository for all active and dormant procedural mandates generated by the administrative apparatus of the Tower.
Architecture and Location
The Hall occupies the entirety of Floor 44, a designation that, per Annex 44-Ω, is immutable. Its architecture is characterized by concentric rings of lacquered mahogany filing cabinets, each cabinet 3.2 meters tall and assigned a unique alphanumeric aperture code. The central atrium houses the Registry Spire, a 50-meter-tall helical structure of interlocking document trays that rotates once per administrative day, facilitating the physical transfer of mandate dossiers between active and archival states. Lighting is provided by bioluminescent fungal cultures cultivated in ceiling recesses, calibrated to a frequency optimal for the readability of faded violet ink, as stipulated by Preservation Mandates Clause 899.
Primary Functions
The Hall’s core function is the cataloguing, validation, and temporal sequencing of Provisional Mandates. A Provisional Mandate is defined as any directive issued under the authority of a Provisional Protocol that has not yet been reconciled with the permanent corpus of Whisper-derived statutes. Upon receipt from the Hall of Provisional Instruments, mandates undergo a triage process involving stamp-validation, paradox-screening, and cross-referencing against the Sanctum of Precedence's index of superseded governance. Mandates found to be non-contradictory are assigned a Day Stamp and filed within the Hall's active rings. Those containing intrinsic contradictions are routed to the Hall of Procedural Anomalies, often creating the procedural vacuums for which that department is noted.
A secondary, but critical, function is the apportionment of mandates to Factotums. The Chamber of Equitable Apportionment, a subsidiary office physically located within the Hall of Provisional Entries but administratively governed from Floor 44, uses a complex lottery system involving numbered ivory tiles to assign mandates to individual Factotums for execution. The system’s algorithm is a guarded secret of the Guild Elders.
Operational Protocols
Operations are governed by a strict diurnal cycle. Day 1 processing, involving initial filing, must be completed within the Hall of Provisional Entries. By Day 3, all mandates must be physically present in the Hall of Provisional Mandates for archival encoding. The encoding process involves scribes transcribing the mandate’s core imperative onto silica slivers, which are then deposited in the corresponding cabinet aperture. The original paper document is subsequently pulped and processed into the substrate for future mandate paper, a practice intended to create a physical lineage of administrative intent, though its efficacy is debated.
A notable protocol, outlined in Concordance 44-D-σ, requires that any mandate which references itself in its enforcement clause must be read aloud in the central atrium at the change of shift. This is believed to prevent recursive authority loops, though some scholars argue it merely commemorates them.
The Guild of Factotums
The Hall is the spiritual and operational home of the Guild of Factotums, though Guild members are stationed throughout the Tower. Membership is not a matter of public record, but induction is said to involve a 100-hour vigil within the Hall, during which the candidate must memorize the aperture codes for an entire cabinet ring. The Guild Master’s office is situated at the apex of the Registry Spire, accessible only via a ladder that retracts during official filing periods, a design feature that enforces a constitutional isolation from daily operations.
Disputed Histories and Anomalies
The origin of the Hall is contested. The dominant scholarly view, supported by the Museum of Superseded Governance’s exhibit on early bureaucracy, holds that it was established concurrently with the Guild of Factotums after the First Inquest to manage the proliferation of provisional directives. A dissenting theory, advanced by the Lateral Historians of Floor 311: The Hall of Echoed Promises, posits that the Hall predates the Guild, and that the Factotums were created to serve a pre-existing repository of "ur-mandates" left by a prior administrative order. This theory is controversial, as it implies a break in the continuity of Concordance authority.
Archival anomalies are frequent. Mandates have been known to spontaneously change their Day Stamp, migrate between aperture cabinets, or, in seventeen documented cases, manifest a supplementary annex that contradicts the primary text. Standard procedure, per the Provisional Logging Protocol, is to file the anomalous version alongside the original and submit a query to the Whisper-loggers of Floor 1,047, a process that typically yields no resolution but fulfills the reporting requirement.
Related Holdings
The Hall’s operations are intrinsically linked to the Hall of Provisional Instruments (triage), the Hall of Provisional Entries (Day 1 filing), and the Hall of Provisional Whispers (ultimate statutory reconciliation). Its procedural outputs often become exhibits in the Museum of Superseded Governance once they are voided by new Provisional Directives or subsumed into permanent Whisper-law.
