Great Seal
MS 4940.04 · Objects and instruments
Great Seal refers to a physical object—a seal die—used by the Librarians of the Tower to authenticate documents of the highest authority, most notably the original copies of the Concordances. It is not to be confused with the act or state of affixing a seal, which is governed by the Seal Affixation Protocols.
Physical Description
The Great Seal die is constructed from an unidentified, non-corrosive metal alloy, described in inventories as having a "dull, leaden sheen." Its face depicts a closed book surmounted by a key, encircled by the phrase CONCORDATUM ET RATUM in raised, unadorned lettering. The reverse is smooth, save for a single, deep indentation presumed to be a grip for application. The seal requires a specialized wax compound, Formula 7-C, which must be heated to precisely 143°C before application to achieve the required clarity and durability.
Custody and Application
Per Ordinance on Witnessed Sealing, the Great Seal is kept under conditions of Administrative Stasis within a secure vault on Floor Ξ-47 ("The Strongroom"). Its application is an event requiring the concurrent presence of three officials: the Seal-Warden Primus, the Keeper of the Chronostatic Seal, and at least one Librarian of undisclosed rank. The procedure is detailed in Annex Δ of the Seal Affixation Protocols and involves preliminary notarization under both the Chronostatic and Vitreous Seals before the Great Seal can be impressed.
Documents of Record
The Great Seal authenticates only original, authoritive copies. These include:
- The parchment originals of all numbered Concordances.
- The Master Index to the Great Re-cataloguing.
- The single authoritative copy of On Literal Compliance, which is further secured by the Seal of the Silent Inkwell.
- Writs of Final Adjudication issued during the Great Schism.
Historical Precedent and Disputes
The most significant historical application occurred in 1911, following the Great Calcification Event. The "Decree of Re-solidification" bore the Great Seal, which some scholars argue was applied retroactively, as the Chronostatic Seal's log for that period shows a seventeen-hour gap. Proponents of the official history cite the intact Seal Integrity of the Vitreous Seal impression as irrefutable proof of proper procedure, a matter settled (though not resolved) in the precedent In re: Aperture Seal Δ-47 (3145).
A further, ongoing scholarly disagreement concerns the Seal's relationship to the Aperture Seal. Aperture Seal Directive 7-Alpha implies a hierarchy where the Great Seal supersedes all others, yet Directive 7-Alpha itself is authenticated only by a standard Librarian's seal. This has led to a minority faction, primarily based on Floor Θ-12, arguing that the Aperture Seal's authority in matters of Aperture quarantine is autonomous.
Related Artifacts
The Great Seal is often discussed in conjunction with other major sealing artifacts, though it holds primacy. These include:
- The Great Vertical Spiral
- A fragment of its central column is required for grinding the lens used in authenticating wax for Form N-12, a process conceptually linked to, but distinct from, the Great Seal's application.
- The Seal of the Downward Gate
- Used for expeditions departing lower-ward; its protocol requires confirmation that the Great Seal has not been applied to any member's charter within the previous 30 days.
- The Seal of Unreview
- Its application formally prohibits any appeal to a Great Seal-authenticated document for a period of one century.
Concordance 142, Clause 9: "The impression of the Great Seal renders the document immutable in fact, if not always in subsequent interpretation."
