Form 44-B: Ephemeral Manifestation
MS 3248.77 · Documents and ordinances
Form 44-B is the standard schedule on which a manifestation of The Ephemeral Ascent is recorded, countersigned, and entered into the registers of the Bureau of Ephemeral Holdings. It is four leaves, ruled in twelve columns, and is the oldest form in continuous use in the Tower that has never been suspended — a distinction the Bureau notes with some pride and the Office of Ephemeral Affairs with audible fatigue. The present recension dates to Year 11,902; earlier recensions survive in fragmentary state and differ chiefly in the width of column nine.
Purpose and position in the filing sequence
Form 44-B presupposes a manifest. A traveler who has observed an ephemeral event does not open with 44-B; the initial record is made on Form EP-1, which captures the raw Polian Coefficient, the point of ingress, and such perceptual descriptors as the observer is able to supply before the event concludes. Form 44-B is filed second, within the Same Sitting Window, and converts EP-1's descriptors into scheduled categories. Only when 44-B is entered may the event be assigned a Manifestation Index Number and become citable. The Committee for Ephemeral Phenomena has twice proposed merging the two forms and twice withdrawn the proposal, on the grounds that "the sequence is the safeguard" (Committee for Ephemeral Phenomena, Minute 4,411).
Filers are reminded that 44-B records a manifestation; it does not request one, authorize one, or apologize for one. Requests for authorization belong to Form E-7; disputes arising from a contested manifestation proceed under Form RQ-22. Placing the wrong form in the slot on the fourth landing results in the whole bundle being returned unopened, which is the most common cause of a lapsed index number.
Layout of the columns
The twelve columns are held to be non-reducible. Column one carries the floor designation, which is not to be inferred from the adjoining floor — floors are numbered, as the Standing Note on the Stairwells puts it, "in the order they are found, which is not the order they occur in." Column three records the point of ingress to the nearest hand's breadth, column five the duration, and column seven the number of witnesses who will attest to the event without being asked twice. Columns eleven and twelve are reserved, respectively, for the Coefficient as initially entered and the Coefficient as later corrected. The gap between them is understood by all parties to be permanent.
"No schedule shall be deemed complete which leaves column twelve identical to column eleven. An event that did not move is not an ephemeral event; it is a fixture, and belongs in the Fixtures Ledger."

The Landfall Dispute
The persistent scholarly disagreement concerns the third leaf, which asks whether the manifestation was occasioned or incidental. The Office of Ephemeral Cartography holds that the distinction is topographical and must be settled by the mapper on the ground, citing the Cartography of Ephemeral Stacks, §14, where occasioned manifestations are defined by their correspondence to a drawn edge. The Committee for Ephemeral Phenomena maintains the opposite: that occasion is a legislative fact, not a spatial one, since under the Ephemeral Statute a manifestation follows the passage, tabling, or repeal of a measure and therefore must be classified by reference to the measure, not the map.
The quarrel is known as the Landfall Dispute and has run since Year 12,408, when a manifestation on the ninth spiral was entered as occasioned by the Cartography Office and incidental by the Committee on the same afternoon. Both entries were correct as filed. The resulting duplication occupied eleven clerks for a season. The Fourth Librarian of Ephemeral Geometry was asked to arbitrate and declined in writing, observing that "geometry has no opinion on legislation, and legislation has never once consulted geometry." No settlement has been reached; a joint working note is expected shortly and has been expected since Year 12,409.
Errors, corrections, and the Salmon Entry
Form 44-B permits correction in red ink without re-filing, provided the correction is initialled and the original stroke remains legible beneath. This provision exists because of the Ephemeral Salamander recorded on Spiral 9, whose entry was amended four times between Year 12,301 and the close of the Ephemeral Audits conducted under Ephemeral Audits Directive Alpha-7. The first clerk described the creature's length as "considerable"; the second substituted a measurement; the third restored "considerable" and appended a note disputing the measurement; and the fourth entered a figure in column five that has since been shown to belong to a different event entirely on a different floor. The Salamander entry is now used in scriptorium instruction as a model of how corrections should not accumulate, and a facsimile hangs in the second annex.
Certain classes of manifestation may not be entered on 44-B at all. Manifestations occurring in the reading rooms are recorded on the room ledger; manifestations occurring to a single observer with no second witness are entered as private and sealed for forty years; and manifestations occurring within the filing hall itself are not recorded, since the clerk is required to leave.
Relationship to the Coefficients and to Physical Manifestation
Column eleven's Polian Coefficient is entered by reference to the Ephemeral Coefficients, the mutable parameters governing the manifestation and traversability of the Ascent. Because the Coefficients are amended more often than forms are reprinted, 44-B anticipates revision: the coefficient columns are the only columns ruled in pencil. The practice of Physical Manifestation — by which a principle is granted tangible and spatial form — supplies the theoretical frame for columns four through six, though the form itself does not name the doctrine, and clerks are not required to understand it before signing. They are required to sign legibly.
A completed 44-B is retained for one hundred and ten years, then transferred to the deep stacks, where it is bound with its neighbours in the order received. Retrieval is by index number and by nothing else. Requests made by floor designation are returned with a printed slip reading see index, and it is the considered position of the Bureau that this is assistance enough.
