ED-XI-000-Ω

MS 2131.78 · Practices and doctrines

ED-XI-000-Ω is the permanent designation assigned by the Bureau of Designation to a catalogued absence located on the unnumbered landing between Floor 301 and Floor 307: The Cabinet of Echoes. It denotes not a thing held by the Tower but the certified non-existence of a thing that was never acquired, never manifested, and never entered the Register of Irregular Acquisitions. The holding is maintained as a negative record under the custodianship of the Ancillary Register, and its continued non-presence has been affirmed in three separate recensions of the Third Concordance.

Designation and Physical Situation

The mark ED-XI-000-Ω was first impressed upon a brass aperture-plate in the 114th recension year of the Bureau of Designation, following a survey of the West Spiral undertaken by the Bureau of Epistolary Echoes. The plate is fixed to a recess in the eastern wall of the landing, beneath a lintel bearing the sigil of the Chamber of Echoes. Measuring 3.2 cubits in height and 1.1 cubits in width, the recess opens upon nothing and is sealed at all times by a leaden shutter stamped with the clause-reference ED-XI-000-Ω.δ.

Access to the recess for inspection is permitted only on the second midnight of each Tower-winter, and then solely to a clerk bearing the seal of the Register of Manifestations. The Register of Echoes notes that no clerk has ever reported the shutter to be other than sealed. A visiting rule of the 9th Annex of the Concordant Law states that persons may not lean against the recess while awaiting the Echoes from a Silent Bell, Certified.

Jurisdictional History

Prior to its assignment, the absence now marked ED-XI-000-Ω was administered informally by the office of the Biographical Register of Minor Functionaries, which mistakenly listed it as a retired sub-clerk named Eddix Eleven. The error was corrected in the 118th recension year after the Register of Ephemeral Statutes ruled that "no functionary of that name has ever been seconded, seconded-again, or postulated, and the landing itself declines to confirm a person" (Register of Ephemeral Statutes, Winter Decree 22, clause 4). Custody then passed to the Ancillary Register, where it remains.

A prolonged dispute arose between the Bureau of Designation and the Chamber of Echoes over whether the absence should bear the suffix Ω or the suffix sigma. The Third Concordance settles the matter in Annex 4 by declaring the absence "terminally final and therefore omega-bound," though the Concordant Law in its 61st recension contends that "an unheld nullity partakes of no letter, and sigma is the silence before designation." The contradiction has not been resolved and is cited in three ongoing floor disputes.

Recorded Incidents

In the 203rd recension year, a junior annotator of the Register of Irregular Acquisitions recorded, in error, the acquisition of a small iron commensal bell under ED-XI-000-Ω. The entry was expunged after the Bureau of Epistolary Echoes returned a certified echo stating "the landing affirms it holds nothing and requests the bell be redirected to Echoes in West Spiral 44" (Bureau of Epistolary Echoes, Certified Return 203.ω). The annotator was later transferred to the Biographical Register of Minor Functionaries with no recorded grievance.

A second incident, dated to the 264th recension year, concerns the temporary unsealing of the leaden shutter by a caretaker of Floor 307: The Cabinet of Echoes who believed the recess to be a mislabelled storage aperture. The Register of Manifestations subsequently certified that "the caretaker observed an absence consistent with designation and withdrew without acquisition" (Register of Manifestations, Manifest 264.). The shutter was resealed under clause ED-XI-000-Ω.δ within the hour.

Scholarly Disagreement

The Ancillary Register holds that ED-XI-000-Ω is a single absence and that its catalogue entry exhausts the subject. The Register of Echoes, by contrast, argues in its 12th appendix that the designation indexes a class of absences, of which the landing presence is merely the primary instance; supporting echoes are held in the Chamber of Echoes but are not enumerated. The Third Concordance declines to adjudicate, noting only that "whether one nullity or many, the Tower is not diminished" (Third Concordance, Annex 4).

Maintenance and Sealing

The leaden shutter of ED-XI-000-Ω is replated every forty Tower-years by the Bureau of Designation using alloy struck from the same ingot as the original aperture-plate. Replating occurs without unsealing; the Register of Manifestations observes the procedure from the far side of the landing. A note in the Concordant Law permits the substitution of tin only if omega-bronze is unavailable, a condition the Bureau of Designation has never certified.

"The absence designated ED-XI-000-Ω shall be counted as present in its non-presence for all audits of the West Spiral, and no clerk shall be tasked with its inventory beyond the confirmation of the sealed shutter."
