WA-0
MS 2955.15 · Places and structures
WA-0 is the designation assigned to the unnumbered landing immediately above the first catalogued floor of the Tower, and, by extension, to the standing ruling that nothing may be catalogued there. It is the only location in the Tower with a name but no number, and the only one whose contents are, by the terms of the Third Concordance, not contents at all. Clerk-surveyors of the Bureau of Epistolary Echoes hold that WA-0 predates the numbering of the floors; the Architect-Superior's own ledger, in a marginal hand of disputed date, records the landing as "present, unentered, and to remain so." It is not to be confused with the Vault of Unfinalized Sums, which is sealed for different reasons.
Discovery and the designation
WA-0 was first recorded in the winter of the survey cycle designated 44/B-East, when a party mapping the ascents above the entry shaft found a landing that answered every measurement of a floor without carrying a number. The party's clerk, one Aris of the lower scriptoria, is credited with the prefix: without address, appended to the numeral zero to indicate not a location but an absence of location. The name stuck. The landing has been resurveyed eleven times since, with results the Tower treats as consistent: it is 4.1 metres across, unlit, and bears no inscription whatsoever on any surface.
What makes WA-0 singular is not its dimensions but its jurisdictional status. Under the Twelfth Concordance, anything recorded in the Tower must be recorded somewhere, and every somewhere has a number. WA-0 has no number. The Bureau's solution, adopted with some relief, was to catalogue the landing itself under the general heading of Subject Holding rather than to catalogue anything upon it.
The prohibition and its recensions
The prohibition against cataloguing WA-0 appears in three recensions, each slightly different, and the differences have never been reconciled. The earliest, preserved in an annex to the Third Concordance, reads: "Nothing shall be lifted from the zero landing, nor set down upon it, nor named there." The second recension, in the Twelfth Concordance, drops the words nor named there, an omission the Guild of Epistolary Reconstruction has twice petitioned to have corrected and twice been told is "not a matter of error but of emphasis."
The third recension survives only in quotation, in a letter from the Architect-Superior to the Bureau dated to the 61st cycle, and is the version most often cited in practice:
"The zero landing is not a floor, and what is not a floor cannot be swept. Clerks assigned to it will attend at the turn of the watch and will not remain past the bell."
— Architect-Superior to the Bureau of Epistolary Echoes, 61st cycle, letter 3
The instruction concerning the bell is repeated in every recension, though no article of any Concordance explains what the clerk is to do if the bell does not sound.
Scholarly disagreement
The central dispute concerns whether WA-0 is empty or merely uncatalogued. The Vacancy Doctrine holds, in its strict form, that a place which may not be catalogued is for administrative purposes vacant, and that vacancy of this kind is indistinguishable from the vacancy that obtains wherever a record is lost. Against this, the rival Doctrine of Irreversible Vacancy argues that only a place that was catalogued and has since lost its holding can be called vacant, and that WA-0, never having held anything, cannot be vacant — it is instead uncommenced, a category the Doctrine introduced in an annex widely regarded as an overreach.
A minority position, advanced by the Guild and never formally withdrawn, notes that the surveyors of 44/B-East reported a smell of cut stone on the landing, which is difficult to reconcile with a place that has never held anything. The Bureau's response, entered on the file and not since revisited, is that cut stone is a permitted ambient condition under the standing guidance on ambient conditions, and that the matter is closed.
Incidents
In the 63rd cycle a junior clerk, assigned to the turn of the watch on WA-0, carried a folding stool onto the landing in order to work in comfort. The stool was confiscated and the clerk reassigned to the Moss-Growth Spire. The stool itself could not be catalogued, as it had been set down on the zero landing, and was therefore destroyed; the incident is cited in the Bureau's instructional recensions as the principal example of why the prohibition exists, although the instructional text does not say what the prohibition prevents.
A second incident, of 74/B, involved a party of three who remained past the bell. Their account is held under the Bureau of Epistolary Echoes and is twelve pages long. The Bureau has confirmed that all twelve pages are blank on both sides and that the account is nevertheless complete.
Access
WA-0 may be visited only under the escort of a Librarian, and visits are logged in the general register rather than in any floor register, since the landing has no number to file under. Visitors are reminded that no object may be carried across the threshold in either direction and that the escort will not answer questions put to them while on the landing. The last recorded visit was in the autumn of the 81st cycle; the register notes only that the party returned, and that the bell rang on time.
