Echo Theory

MS 7208.46 · Practices and doctrines

Echo Theory is the dominant theoretical framework within the Tower for the explanation of non-standard acoustic phenomena, and the standard against which all containment actions are measured. It holds that sound within the Tower is not merely a disturbance of air but the terminal expression of accumulated informational pressure — that a thing which is described often enough, and wrongly enough, begins to be heard. The theory was consolidated across three instruments of the Ordinance of Perpetual Echo, principally Clause 7, and is administered in practice by the Echo Archivists, who maintain the calibration instruments on which much of its reputation rests.

The Three Principles

Clause 7 of the Ordinance of Perpetual Echo fixed the principles under which every subsequent recension has operated: Imprint, by which an event leaves a trace in its surroundings; Resonance, by which like traces strengthen one another across a distance; and Manifestation, by which the resulting pressure is discharged as an audible event. The third principle is the one that has caused the most trouble. A discharge is a resolution, not a fault, and yet it is the discharge that the Tower hears.

The framework was elaborated in The Echo Theory, whose master echo typology map remains the required first cross-reference in every containment action, and whose Annex VII-C formalises the disputed proposition that Paratextual Echo arises from referential pressure — that is, from pressure exerted not by any sound but by the apparatus of description surrounding one. The types themselves are treated in Echo-Stratifications.

"No discharge without deposit, no deposit without account, and no account entered twice."

— Ordinance of Perpetual Echo, Clause 7, third recension

Stratification and the Geological Analogy

Under the theory, Echo Sound does not manifest as a uniform signal. It lays down discrete strata over time, on the model of geological beds, so that a single discharge heard on a landing may be resolved, on a slower instrument, into a sequence of earlier ones. The analogy is not decorative. Readiness of strata determines audibility, and strata compacted under prolonged description can become shelved: persisting as an emission long after the originating pressure has fallen away. The shelved case was formalised in Echo Theory for Screaming Pillars, which treats Susurrus Marble at length and is the usual first reading for junior archivists posted to the upper galleries.

Stratigraphy also gives the theory its diagnostic vocabulary. An echo that repeats a word is not necessarily repeating a word spoken there; it may be repeating the word most often written about that place. Residual Memory catalogues the cases, including the stair-well at number 7-Arthur in which the seventh landing has been heard to say the word "pending" since at least the winter of 1103.

Designation Echo Theory and the Selvage Dispute

The principal internal challenge came from Hieronymous Selvage, who argued that the theory had become over-reliant on physical instruments and had mistaken the readings of its own apparatus for properties of the Tower. Selvage proposed that a designation, once altered and later restored, continues to emit a ghost frequency which no barometer, resonator, or calibrated pane can register. His account of the matter, Designation Echo Theory, remains formally a subset of the structural resonance tradition, but is read by many as a plain attack on it. The relevant instruments, he wrote, "do not measure the Tower; they measure our confidence in having measured it" (Selvage Proposal, preamble).

The dispute is still live. Third Concordance recognises designation echoes as measurable in principle but not in practice; Ninth Concordance, Annex 2, declines to recognise them at all; the Concordance of Instruments has twice been amended to remove the question and once, by clerical error, to remove the instruments. Echo-Glass, which retains residual informational pressure according to Coalitions Report 44-B, is admitted by both sides only as a material, not as evidence.

Limits of the Framework

The practical limits of the theory were most sharply exposed by the Quelling of the Unnumbered Echo, in which a discharge on an unnumbered floor resisted every reading the typology map could supply — the floor possessing, in the memorable phrase of the incident returns, no strata worth the name. The Echo Containment procedures derived from the theory nonetheless govern all routine work and require, in addition to the master typology map, a full Aggregate Echo Map reference and a certification under the Certified Echo schedule. Where sourcing cannot be established, the practice of Echo Sourcing is applied; where it can, it is usually applied twice.

The relation of the theory to the Theory of Sympathetic Vectors has never been settled to the satisfaction of either school. A Concordance draft of 1214 attempted to reconcile them and was withdrawn after the reconciliation was found to require eleven pages of new terms. The Dialogic Seed Theory Controversy and the later corpus of Echo-Dreaming have been read as extensions of the framework; the Archivists do not accept this and cite Echo-lines in support of their position, which those outside the order regard as a category error.

Record-Keeping

An echo, once entered, cannot be withdrawn, only superseded; the earlier entry is struck through in red ink and remains legible beneath the later one. Instruments are recalibrated at the turning of each quarter, or as directed by the Office of the Calibrant, whichever comes later. Measuring equipment is not to be stored on stair landings.

The theory's durability is often attributed to its explanatory range, and less often to the fact that no alternative has ever been submitted in a form the Concordances could accept. The Selvage Proposal came closest, and remains filed under Annexes, Unresolved.
