Department of Acoustic Phenomena is an administrative body responsible for the identification, classification, and initial documentation of acoustic events within the Tower, prior to their formal adjudication by the Office of Acoustic Integrity. Established under Clause 7-β of the Proclamation of Acoustic Quietude, the Department serves as the primary intake and triage agency for reported sonic irregularities, functioning as a necessary precursor to the more specialized work of the Department of Acoustic Anomalies and the Department of Acoustic Cartography. Its mandate is defined by temporal and phenomenological thresholds, specifically targeting sounds that are emergent, unclassified, or of indeterminate provenance.
Organizational Structure
The Department is headquartered on Floor 719, the Hall of Initial Reports, and operates a network of Field Intake Stations on major transit arteries. It is divided into three primary bureaus:
- The Bureau of Auditory Logging, which records first-hand witness accounts using standardized forms (Series A-11 through A-19).
- The Bureau of Phenomenal Triage, which applies preliminary categorization matrices to determine routing—for instance, to the Department of Florid Anomalies for elaborated echoes, or to the Department of Anomalous Durations for sounds that persist beyond their expected decay.
- The Bureau of Provisional Containment, which authorizes immediate, non-permanent silencing measures, such as the application of temporary baffles or the cordoning of an area pending full Office of Acoustic Integrity investigation.
Leadership is vested in the Auditor-General, a position currently held by Auditor-General Lorne, who reports to the broader Department of Cartography.
Operational Protocol
Upon receiving a report—which can be submitted by any resident, Librarian, or automated sentinel—the Department dispatches a two-person Logging Team. Their initial report must be filed within one Tower hour of arrival on-scene. The report must distinguish between the primary acoustic event (the sound itself) and all secondary resonances (vibrations in architecture, sympathetic vibrations in nearby materials like Lament Marble, etc.). This distinction is crucial, as secondary resonances often fall under the purview of other departments. Following provisional categorization, the case file and any physical evidence (e.g., recording cylinders, resonant material samples) are transferred to the relevant specialist department via pneumatic tube, accompanied by Form DAP-7: Transfer of Acoustic Responsibility.
Jurisdictional Boundaries and Disputes
The Department’s existence is predicated on a functional, though often contentious, division of labor. Its jurisdiction ends the moment a phenomenon is confirmed to fit an existing classification within the Acoustic Registry of the Tower or is declared an Anomaly by the OAI. This has led to frequent inter-departmental disputes. For example, a 10-cycle hum reported in the Western Stacks was logged by the Department of Acoustic Phenomena but was later claimed by the Department of Acoustic Anomalies as a potential nascent Screaming Pillar, arguing the Department’s triage had misapplied the “emergent” criteria. The Department maintains that persistence cannot be determined until after initial observation, creating a procedural loop often settled by administrative flat.
Criticism and the "Phenomenon Gap"
A major scholarly criticism, articulated in the treatise On the Epistemology of the Unheard by Acoustic Engineer Vect, is that the Department creates a "Phenomenon Gap." By defining its purview as "identified and reported" acoustic events, it institutionally ignores sounds that are unheard or unreportable—such as those theorized to exist outside standard auditory perception or those that erase the memory of their own hearing. Vect argues this creates a cataloguing bias in the Tower’s acoustic records, privileging the sociable sound over the truly anomalous. The Department counters that its mandate is purely practical, and that such meta-acoustic questions are the domain of theoretical cartography, not field operations.
