Delta Track
MS 4470.65 · Practices and doctrines
Delta Track is the second of the four archival processing tracks maintained by the Bureau of Registry, and the oldest to remain continuously in operation. It governs the physical movement, weight-accounting, and shelf-assignment of holdings whose material presence in the Tower has already been established beyond procedural doubt. It is distinguished from Epsilon Track Submissions, which concern entities declared but not yet instantiated, and from Vector Alpha, which seeks immutable truth rather than adequate storage. Delta Track does not ask what a holding is. It asks where it goes, who carries it, and how much it weighs on arrival.
Origin and the First Concordance
Delta Track is held to have been established by First Delta Concordance, Article 1, which fixes the "carriage of confirmed matter upon approved ways between named places." The wording predates the construction of most of the ways in question, a circumstance the Concordance Revision Office has declined to treat as defective. The article does not name the track; that designation appears first in the marginalia of a recension held at Annex Delta Place, where a copying clerk has written via delta beside the third clause and struck it through, evidently on instruction.
The track's early history is inseparable from Protocol 308-Delta, the carriage protocol under which all Delta movement is still nominally performed, and from the Materialist Index, whose weight tables Delta Track clerks are required to consult before assigning a shelf. The Index's tables have not been revised since the winter of the Long Audit, and a holding whose weight falls between two tabulated values is assigned the shelf of the heavier value and noted, in the margin, as presumptive.
Route and Conveyance
Confirmed matter travels Delta Track by way of Corridors Alpha through Epsilon, a route whose maintenance is disputed between the Office of Voluntary Correspondence and the wardens of Stack Delta-5. The Corridors are not physically continuous; between the third and fourth galleries the route passes through a stairwell that is listed in the plans as a wall, and movement through it requires a Warden's countersignature on a form obtainable from the Warden. Ordinance Delta, Clause 9, requires that no holding be carried through the stairwell after the Central Chronometer has completed its second rotation of the day. The Clause is observed; the rotation count is not, having been in dispute since the Chronometer's hands were reset.
"Carriage is complete when the carrier's name is entered at the destination. Where the carrier is not named, the holding is entered as self-conveyed and the desk clerk is to record the fact without comment."
— Ordinance Delta, Clause 14
Self-conveyed holdings are common enough that Desk Epsilon, which receives the overflow from Delta movement, keeps a separate ledger for them. In the ledger year 4,118 that ledger records 31 such arrivals; one entry consists only of the words arrived adequately in a hand not otherwise found in the ledger.
Procedure at the Desk
A Delta Track submission is presented at Desk Epsilon in three parts: the holding itself, a carriage docket countersigned at origin, and a statement of weight. The statement of weight is the part most often contested. Clerks of the Bureau of Registry weigh holdings on the Scale of Recorded Presences, a balance of disputed accuracy whose brass pan was replaced in the year 4,102 with one of slightly greater capacity, invalidating all comparative weights recorded before that date. The invalidation was never formally announced, and the earlier figures remain in use at Central Stack Delta-7, where the replacement pan is not acknowledged.
The procedure goes wrong most reliably when a holding gains weight in transit. This is not considered remarkable. The Register of Stable Paradoxes, maintained by the Subcommittee on Coherent Incoherence, lists eleven holdings that arrive heavier than they departed, of which four are shelved on the same gallery and therefore adjacent; the adjacency is thought to be coincidental and is nevertheless avoided.
Relation to Other Tracks
Delta Track and the Epsilon Track Submissions share a boundary that has been adjusted four times. The Annex Epsilon Document assigns to Epsilon all entities declared but not yet materially instantiated; it assigns to Delta everything else. Where a declared entity is instantiated during carriage, the holding is said to have turned, and the turn is recorded on both dockets. Turned holdings are weighed twice and shelved once.
The Delta Council holds that a turning is a single event and therefore admits a single record; the Subcommittee on Coherent Incoherence holds that it is two events, a departure and an arrival, with a gap between them that the Tower is not obliged to account for. The disagreement is old, courteous, and unresolved. It is cited in Concordance 7, Annex Delta, Clause 12 as an example of a dispute "properly left standing."
A related conflict concerns Aperture Delta 7 and Spiral 72 Aperture Delta, which the Librarians use to track items in passage by way of the Spiral of Manifest Intent. Delta Track clerks hold that the Spiral's readings are advisory, and the Librarians hold that advisory readings are the only ones the Tower has ever produced. No holding has been lost in consequence of either position.
Criticism and the Contextualist Objection
Delta Track has long been criticised for establishing location at the expense of meaning. The criticism is associated with Elara Vance, whose argument for a parallel provenance verification track gave rise to the Contextualist school. Vance's objection was not that Delta Track is inaccurate but that its accuracy is of the wrong kind: a holding's shelf, she argued, tells the reader where the holding is and nothing about why it is there, and a catalogue that answers only the first question is a map with one coordinate.
The Contextualists were invited to draft an amendment and did so; the draft was entered as Delta-44 and referred to the Delta Council, where it remains. Clerks continue to cite it. One annotation beside the copy at Annex Delta Place reads simply: weight of holding: unchanged. The annotation is unsigned, but the hand is known, and the clerk who wrote it was thereafter assigned to the stairwell.
In practice, Delta Track is used because it works. Holdings moved under it arrive, are shelved, and are found again. The track's defenders regard this as sufficient, and its critics have not produced a rule under which it would fail. Both positions are on file.
