Decree of Austere Function
MS 0772.61 · Documents and ordinances
The Decree of Austere Function (C.P.-831-γ-Σ.4) was a foundational Concordance-grade directive that mandated the immediate cessation of all non-essential architectural and structural proliferation within the Tower. Its ratification at the turn of the 832nd γ-cycle formally concluded the Age of Ornate Buttresses and established the principle of ontological economy as a governing tenet of Librarian oversight.
Provenance and Ratification
The Decree was drafted by the Clerks of the Net Load following their twelve-year survey of load-bearing inefficiencies across Spires 4 through 17. Their final treatise, On the Superfluity of Decorative Supports, demonstrated that approximately 73.4% of buttresses, corbels, and arches constructed during the preceding age served no calculable structural purpose, instead existing as "self-referential assertions of form." The document was presented to the Court of Silenced Appeals on 14-γ-831 and, after a notably brief deliberation period of three days, was ratified under the austere candlelight ceremony that would later formalize the Candlelight Watch. The original vellum copy is housed in the Galleries of Attenuated Light, Aisle 889, Case Δ.
Core Provisions
The Decree’s text is succinct, comprising a Preamble and seven operative clauses.
- Clause I: Halted all new construction not demonstrably required for structural integrity, archival expansion, or vital circulation.
- Clause II: Established the Office of Speculative Reinforcements with authority to audit existing structures and order the "quiet dissolution" of those deemed ontologically extraneous.
- Clause III: Forbade the cataloguing of architectural concepts divorced from material instantiation, leading to the infamous "Empty Blueprint Purges" of 832-γ.
- Clause IV: Introduced the principle of "Retroactive Necessity," allowing pre-decree ornamentation to remain if a post-hoc structural justification could be formally filed and notarized.
The most consequential provision, Clause VII, imposed an ontological quarantine on proliferations already deemed non-essential, stating they were to be "held in a state of potential un-being, neither affirmed nor wholly erased." This clause directly informed later doctrines like the Closed System Principle.
Implementation and the "Quiet Dissolution"
Enforcement fell to the newly chartered Office of Speculative Reinforcements, whose inspectors, armed with plumb-lines and resonance scepters, identified over 40,000 "subject structures" for review in the first decade. The process of "quiet dissolution" was not physical demolition, but a procedural and archival re-categorization. A decommissioned flying buttress, for example, would be logged in the Net Load registers as "Functionally Attenuated" and its corresponding shelf-space in the architectural manifests would be reassigned. The physical form often remained, perceived as a faint, cool draft or a persistent visual ambiguity in the peripheral vision of passersby.
Contradictions and Later Jurisprudence
The Decree's legacy is complicated by its interaction with subsequent legal instruments. The Obsidian Decree, particularly through Annex Delta, has been interpreted by the Obsidian Guard Caste as superseding the Austere Function's austerity measures in zones of "hereditary ceremonial purpose." Furthermore, Ordinance 9001.1 explicitly permits speculative construction for the purpose of unifying disparate physical laws, a direct challenge to Clause III. The most cited legal reconciliation is found in the ruling of Precentor Elara in Re: The Spiraled Balcony (West Wing, Floor 5,712), which invoked The Precedent of Recursive Jurisdiction to argue that "function itself is a mutable category, subject to the archival needs of the floor it occupies."
Modern Relevance
Today, the Decree serves less as an active constraint and more as a philosophical benchmark. All proposals for new construction or spatial modulation must include a "Statement of Austere Function" citing relevant Concordances. The Assumption of Merit applied to Librarian appointments is often traced to the Decree's implicit valuation of utilitarian rigor over aesthetic license. While its strictest prohibitions are seldom enforced, the Decree's ethos continues to shape the Tower's physical and ontological growth, ensuring that every new wall, stair, or chamber bears at least the formal justification of necessity.
