Annex Delta-4 is the regulatory body responsible for the codification and oversight of procedural silence within Tower operations. Delta-4 maintains no minutes for its own internal deliberations, a condition of its charter. Its findings are instead published as "Negative Appendices" to existing Concordances. Current Status

As of the last published Negative Appendix (Amendment to Annex Delta, Concordance 44), Annex Delta-4 employs an indeterminate number of personnel. Their primary field investigation involves the Descent Protocol Delta-7-22, where it is believed a core sequence of the protocol was replaced by a mutually understood silence sometime in the mid-20th century, complicating all subsequent replication attempts. The annex operates from Access Point 22-Delta, though its true administrative center is widely understood to be elsewhere, a fact never openly acknowledged in any Tower directory.
