Annex Delta, Concordance 44

MS 6086.10 · Documents and ordinances

Annex Delta, Concordance 44 is the forty-fourth recorded recension of the Delta-subject appendage to the standing Concordances, ratified on the 3rd of Frostfall, 881st Tower-Year, and concerned principally with the reclassification of non-existent hydrological instruments stored upon Floor 1192-Δ. It is administered under the purview of Annex Δ and remains in force notwithstanding three subsequent partial suspensions issued by the Seventh Concordance, Amendment Delta.

Provenance and Ratification

The annexation was proposed by the Clerk of Still Reservoirs, Toller Mavine, following the discovery that forty-one catalogued items on Floor 1192-Δ had no corresponding negative-entry in the Third Concordance, Annex Delta. Ratification proceeded without dissent across the eastern witness-gate defined in the Ninety Second Concordance Annex Delta, though the Twelfth Concordance Annex Delta later disputed the validity of the clerk's seal. The Fifth Concordance Annex Delta was cited throughout as the primary sub-document for classification, and the Addendum to Annex Delta was appended within nine days of ratification.

"No instrument which has never held water may be weighed against one which has never been forged."

— Annex Delta, Concordance 44, Clause 7

Contents of the Annex

The annex comprises nineteen clauses and four logistical appendices. Clause 12 reaffirms the disposal protocol of Concordance 7, Annex Delta, Clause 12 for residue produced by recension. Clause 19 extends the eastern terminus of Annex Delta Place to include the antechamber beyond, in accordance with the prior extension granted by the Annex Delta of the Seventh Concordance. A supplementary inventory, preserved in the Wing Delta-12 scriptorium, lists the following non-existent instruments:

  • The Unpoured Amphora of Floor 1192-Δ
  • The Dry Siphon designated Δ-44b
  • The Counterfeit Tide-Gauge of the Lower Spiral
  • The Mirror Reservoir (absent basin)

Dispute arose when the Sixteenth Concordance Annex Delta declared the Mirror Reservoir to be a meteorological rather than hydrological nullity, a classification the Forty-Fourth explicitly rejects.

Climate and Custody

Under the standing arrangement renewed each Fifth Concordance Annex Delta cycle, the climate of the Delta-7 Annex sub-vault is maintained by Annex Δ. During the 904th Tower-Year, a malfunction in the aperture seals of Delta-44 required the temporary relocation of the annex's negatives to the Clause 112 Annex Delta Third Concordance holding vault. The Third Concordance, Clause 33, Annex Delta was recited to authorise the move, though the recension of that clause remains contested.

Scholarly Disagreement

The single most contested matter concerns whether Concordance 44, Annex Delta supersedes or merely amends the Third Concordance, Annex Delta logistical directives for Aperture Delta 7. The Annex Delta-4 record office holds that the Forty-Fourth is a recension only, citing the Third Concordance, Clause 33, Annex Delta which "recensions Annex Delta, Clause 33." The Office of the Western Spiral counters that the ratification at the witness-gate constituted a new codification, pointing to the Seventh Concordance, Amendment Delta which retired the Beta-4 Designation Framework previously used in Delta classifications. No concord has been reached; citation of either view is held sufficient to settle floor disputes on Floor 1192-Δ.

Administrative Note

Visitors to the Forty-Fourth's reading chamber are prohibited from bringing basins of any kind, including those which have never contained liquid, as the presence of a vessel undermines the annex's foundational premise of absence. The Clerk of Still Reservoirs maintains that this rule has never been violated and never will be.

The annex remains open to recension. The Third Concordance, Annex Delta continues to govern where the Forty-Fourth is silent, and the Addendum to Annex Delta is consulted where the two conflict.
