Decadal Reckoning
MS 8141.43 · Practices and doctrines
Decadal Reckoning is the chief mandate of Floor 1024, comprising the systematic review of all Concordance amendments every ten years of the Tower's reckoning. Established under Clause 1024.1 of the Fourth Concordance, the Reckoning is conducted by the convened Librarians and concerns itself with the reconciliation of contradictory edicts accumulated across the vertical strata.
Origins and Legislative Basis
The Decadal Reckoning was first recorded as a standing practice in Tower Reckoning Year 204, though the Seventh Reckoning of Intent makes oblique reference to a "prior counting of intentions" in the middle strata that some scholars identify as a proto-Reckoning. Clause 1024.1 of the Fourth Concordance states: "That every tenth year the assembled order shall revisit the amendments, that contradiction may be numbered and filed." The Seventy-Fourth Concordance later extended the mandate to include verification sweeps, a provision that led directly to the discovery on Floor 899.
A point of scholarly disagreement persists regarding the primacy of the Ordinance of Perpetual Echo, which subjects holdings to Decadal Reverification every 10,000 Tower-days — a period that, by the Date System Reckoning, coincides with the Decadal Reckoning only once in seven cycles. The Bureau of Literal Reckoning holds that the two obligations are distinct; the Department of Paradoxical Reckoning maintains they are the same procedure under divergent seals.
Procedure of the Reckoning
Twenty-four Librarians are convened every ten years upon Floor 1024, situated between Floor 888 and Floor 1117. The convened clerks receive the Vellum of Perpetual Reckoning and read amendments aloud in descending floor order. The Guild of Perpetual Reckoning supplies the readers; the Guild of Luminal Regulators attends to provide Reconciliation of Luminal Gradients so that the scriptorium is legible. Disputes are settled by citation, and citations are themselves amended.
"No amendment shall be struck from the record; it shall be cross-struck, and the cross shall be reckoned as amendment to the amendment."
— Third Concordance, Annex 4
In Tower Reckoning Year 312, the Aperture Reckoning engendered bureaucratic schisms between the Department of Paradoxical Reckoning and the Guild of Perpetual Reckoning, and the Decadal Reckoning of that decade was delayed by four years while the Archive Reckoning was consulted.
Notable Incidents
During the Reckoning of Year 540, Clerk Hestia of the Lower Spiral entered a grievance against the Current Reckoning on the grounds that it cited a floor "not yet numbered." The grievance was upheld by the Annual Reckoning 671 but reversed by the Annual Reckoning 892, producing a contradiction that remains in the Vellum of Perpetual Reckoning as Item 671-R.
The Vertical Reckoning protocols were, on one occasion, supervised and physically executed by the Guild of Perpetual Reckoning during a bi-decadal sweep, an overlap the Arboreal Reckoning later declared "permissible under silence." Visitors to Floor 1024 during a Reckoning are permitted to observe from the western gallery provided they do not speak the name of any floor above Floor 1117.
Contradictions Among Concordances
The Concordance 14 authorized the Aperture Census of '88 under Clause 7, stipulating a tri-decadal review of designated portals, which the Seventy-Fourth Concordance appears to subsume within the decadal sweep. The Bureau of Literal Reckoning insists the tri-decadal review remains separate; the Department of Paradoxical Reckoning cites the Archive Reckoning system as evidence that all reckonings are one reckoning reckoned apart.
The Ordinance of Perpetual Echo mandates a Decadal Reverification of Echo-Dream-mapped features, a phrase the Seventh Reckoning of Intent defines differently in its middle-strata recension. Whether Echo-Dream features fall under the Decadal Reckoning or only under the Ordinance is unresolved; the matter is noted in the margin of Floor 1024's master ledger in a hand attributed to an unnamed Librarian of the Ninth Convening.
Administrative Footnotes
The Decadal Reckoning is distinct from the Tower Reckoning, which names the years themselves, though the two share the same convening of Librarians at ten-year intervals. The Guild of Luminal Regulators utilizes Luminal Diffusers during bi-decadal Reconciliation sweeps that overlap the Reckoning every other cycle. Quills used in the Reckoning are returned to the scriptorium of Floor 888 and may not be removed by the western stair.
