Custodial Protocols
MS 9320.35 · Practices and doctrines
The Custodial Protocols constitute the comprehensive administrative and operational codex for the maintenance, preservation, and handling of all archival materials and architectural features within The Tower. Governed by the principles of non-interpretive handling and perpetual containment, they form the primary regulatory framework for the Office of the Custodian and all subordinate custodial bodies.
Origins and Authority
The foundational Protocols were ratified under the Third Concordance, Clause 44, which established the initial custodial frameworks for practices such as the Descent Protocols Sigma-1 through Sigma-9. Subsequent amendments and expansions are disseminated via Custodial Mandates and Directives, such as Custodial Directive 743-A. Ultimate interpretive authority is vested in the Custodian of the Stacks, though in practice, day-to-day application relies on precedent documented in manuals like the Custodial Manual for Particulate Residue, Vol. IV.
“A thing properly kept is a thing known. A thing known is a thing contained.” — Seventh Concordance, Annex 33, Preamble
Core Tenets
The Protocols are built upon several non-negotiable tenets:
- Atmospheric Parity: All chambers, from a standard source chamber to the Veiled Stacks, must maintain atmospheric parameters within ranges specified for their classification. Deviations trigger an immediate Custodial Strain Review.
- Material Non-Interference: As outlined in the doctrine of Non-Interpretive Handling, custodians engage with subjects only through prescribed tools (e.g., Linen Gloves Regulated) and procedures. Direct physical or interpretive contact is prohibited.
- Chain of Custody: The movement of any object, from a Memory Casket to a page of blank stock from the Secretariat for Unwritten Protocols, must be logged using the appropriate Custodial Sigil and tracked through the relevant spiral.
Administrative Structure and Overlap
Enforcement of the Protocols is distributed among multiple, often overlapping, authorities—a deliberate feature meant to prevent any single point of institutional failure. This invariably leads to jurisdictional disputes, or Custodial Overlap. For example:
- The Directorate of Descent administers Protocols for sub-level ingress, but the Warden of Descent holds specific custodial authority over all Descent Protocols Practice.
- The Office of the Architect-Superior oversees protocols for Memory Caskets, while their physical maintenance in the Lower Stacks falls to the Custodian of the Stacks.
- The Secretariat for Unwritten Protocols holds custodial seal over certain documents, yet their physical preservation in a Secure Repository is governed by general Protocols.
Resolution typically requires citation of the most recently amended Concordance, though even this is not guaranteed to provide clarity.
Notable Sub-Protocols
Among the thousands of codified procedures, several are frequently cited:
- Clause 47.2 (Source Chamber Dimensions)
- Prescribes the exact dimensions for a source chamber, a specification so fundamental it is often the first clause recited by apprentice custodians.
- The Linus Protocols (Δ-114.1-22)
- A controversial set of procedures for the respectful decommissioning of archival materials considered “exhausted,” which some scholars argue contradicts the principle of perpetual containment.
- Spiral Maintenance Schedules
- Govern the inspection and, if necessary, the ceremonial closure of architectural features like those documented in Spiral Maintenance.
- Silent Porter Directives
- Regulate the conduct and routing of the Silent Porter and analogous automated systems within permissible custodial zones.
Criticisms and Anomalies
The Protocols are not without internal contradiction or external critique. A principal area of scholarly debate concerns their applicability to subjects that are, by definition, unreal. The Protocols treat all holdings as materially present, leading to paradoxes in the handling of, for example, the Unwritten Biography of Archivist K'n. Furthermore, the sheer volume of documentation creates scenarios where compliance with one mandate (e.g., a Custodial Directive for a specific floor) necessitates a technical violation of a broader Protocol, a situation formally acknowledged as “necessary discord.”
The system is also periodically stressed by events that defy categorization, such as the calendrical anomaly of Cycle 14, which required the drafting of entirely new inspection protocols after the fact. Ultimately, the Custodial Protocols function less as a perfect system of law and more as a constantly evolving language for describing the act of care within an infinite and impossible archive.
