Curatorial Assembly
MS 6418.46 · Guilds, orders and offices
The Curatorial Assembly is the primary legislative council governing the non-administrative functions of The Tower, vested with the authority to amend the Concordances, establish operational doctrine, and adjudicate disputes of a curatorial nature. It is distinct from, though often conflated with, the Librarian Assembly, which handles internal disciplinary and security matters, and the Autonomic Assembly, which manages physical maintenance.
Composition and Session
The Assembly’s membership is drawn from senior archival ranks, though the specific criteria for appointment are enumerated in a series of contradictory annexes to the Third and Fifth Concordances. Sessions are held in the Designated Chamber on the Seventh Spiral Administrative Spire, a location chosen, according to the Preamble to the Curatorial Practice, for its "acoustic properties conducive to protracted deliberation." A quorum requires the presence of one-third of seated members or, under Clause 7 of the Second Concordance, a simple majority during a declared state of archival emergency.
Legislative Function
The Assembly’s most visible duty is the drafting and amendment of the Tower’s foundational legal texts, the Concordances. This process is notoriously labyrinthine. For instance, the Assembly produced the sixteen-clause Short Concordance of Year 212 in a single, continuous 42-hour session using emergency powers, while the review of the Petition for an Eighth Concordance, submitted in Year 89, remains ongoing. The Assembly also generates a vast body of secondary legislation, including Directives (e.g., HIC Directive 003) and Curatorial Practices, which are compiled in the Curatorial Practicemaster Log of Amendments.
The Assembly holds joint authority with the Librarian Assembly over the establishment and maintenance of Volitional-Restriction Zones. Furthermore, it reviews and rules on Formal Curatorial Reviews initiated by bodies such as the Bureau of Curatorial Acquisitions or the Bureau of Static Inventory.
The Doctrine of Contradiction
A defining, if unofficial, principle of the Assembly’s output is the acceptance of internal contradiction as a feature of the legal corpus. Scholars of Concordant Jurisprudence note that the Assembly has never issued a definitive reconciliation of conflicting clauses, operating instead on a precedent-based system where the most recently cited clause in a dispute is considered provisionally authoritative. This is exemplified by the dual status of Senior Archivist Kael, who is recorded as both a guiding member of the Assembly during the Short Concordance and, in other records, as a permanent appointee to the Spire with no voting rights—a discrepancy the Assembly has declined to clarify.
Notable Proceedings and Outputs
Beyond the Concordances, Assembly proceedings have yielded several landmark determinations:
- The ratification of the Cardiocentric Principle of Provenance, which governs the cataloguing of pulsating materials.
- The Decree of Anterior Silence (Year 155), which forbids the scheduling of Assembly sessions prior to the morning bell of the Interstitial Plenum.
- The ongoing, cyclical debate regarding the legal standing of the Unauthorized Assembly of Disputed Proverbs, which the Assembly alternately condemns as a public nuisance and recognizes as a valuable repository of folk taxonomy.
Administrative Interface
Day-to-day operations are managed by the Curatorial Board, a sub-committee that prepares agendas and circulates draft texts. All final rulings are inscribed on acid-free vellum by the Scribes of the Final Clause and deposited in the Hall of Weighted Precedent on Floor 14,307 ("The Calcified Argument"). The relationship between the Curatorial Assembly and the broader Librarian Curatorial Assembly is subtly hierarchical, though the exact chain of authority is obscured by mutually recursive definitions in the Fourth and Sixth Concordances.
