Bureau of Static Metrics (BSM) was the governing body for the measurement and classification of permanent non-events within the Tower prior to the ratification of the Third Concordance. Its mandate was formally dissolved and its functions redistributed between the Bureau of Static Inventory and the Bureau of Temporal Metrics following the Annex Epsilon Reforms of Cycle 7-.
