Autonomic Assembly
MS 2207.54 · Guilds, orders and offices
Constitutional Basis
The Assembly was formally constituted by Clause 3.14.7 of the Eighth Concordance, which articulates the central axiom of Cardiocentricity: "All operational truth derives from, and returns to, a central point of synchronized impulse." The Seventh Concordance provided the administrative framework, authorizing the creation of a standing body to "regulate the flow and pressure of procedural reality." This was a direct legislative response to the four-decade administrative paralysis of the Great Congestion, which was diagnosed post facto as a systemic failure of metaphysical circulation.
Structure and Oversight
The Assembly operates through a system of Delegated Circulatory Authorities (DCAs), each responsible for a specific zone of influence. The most prominent of these are the Clerks of the Pulse, who perform the daily monitoring and calibration of the Tower's notional vital signs. The Assembly itself is composed of nine certified Resonators, appointed for life terms, who must demonstrate an innate sensitivity to procedural rhythm. A permanent representative of the Autonomic Assembly also sits on the Chamber Assembly, exercising secondary jurisdiction over any chamber whose operations are deemed rhythmic or essential to the Tower's vital processes.
Its authority is nested within the broader hierarchy of the Tower's governance. The Assembly reports its findings and regulatory adjustments to the Curatorial Assembly, particularly concerning the Bureau of Static Inventory. Major policy shifts, however, require ratification by the Librarian-General's Assembly, such as the landmark Regulation 8, ratified during that body's 47th Session, which standardized impulse intervals across all annexes.
Jurisdictional Disputes
The scope of the Assembly's "secondary jurisdiction" is a persistent source of inter-assembly friction. A notable and ongoing dispute exists with the Unauthorized Assembly of Disputed Proverbs. The Autonomic Assembly claims oversight over proverbs concerning sustenance or hunger, arguing they directly affect the cycles of metaphysical nourishment and thus fall under Cardiocentric principles. The proverb "A watched pot never boils" is currently under review as a potential case of circulatory impediment.
Furthermore, the Assembly's insistence that all Kinetic Sculpture on Pulse Floor must synchronize to a master cadence has brought it into conflict with the aesthetic doctrines of the Artisanal Flux Wing, as outlined in HIC Directive 003 issued by the Librarian Assembly. The Assembly maintains that unsynchronized motion constitutes "arrythmic pollution."
Operational Doctrine
The core of the Assembly's work is the enforcement of Cardiocentric compliance. This involves the certification of all clocks, metronomes, and pendulums on Pulse Floor; the licensing of personnel authorized to perform "compressive" or "dilatory" administrative actions; and the periodic auditing of archive stacks for signs of "congestive buildup." Procedures found to be out of phase are subject to Tempo Realignment, a process often contested by the affected departments.
The Assembly also maintains the Registry of Vital Metaphors, a Sealed Stack accessible only to senior Resonators. It is rumored to contain the original schematics for the Luminal Diffuser, Mark IX and doctrinal transcripts from the Congregation of the Unanswered, though these claims are neither confirmed nor denied by official bulletins.
Criticism and Dissent
Critics, often from the Binders Guild or custodians of Unbound Folios, argue the Assembly suffers from "regulatory tachycardia"—imposing a rapid, rigid heartbeat on processes that benefit from a more contemplative, erratic pace. They cite the Doctrine of Implied Quorum as an example of an organic procedural development that would have been stifled under current Cardiocentric review. The Assembly counters that without its enforcement of rhythmic discipline, the Tower would succumb to another Great Congestion, a state it refers to as "procedural asystole."
The physical seat of the Assembly, the Empty Chair in the Chamber of Consensus, remains symbolically vacant during sessions, representing the ideal, unobserved central impulse. This practice is debated even among Resonators, with some arguing it inadvertently validates the very principle of observer effect it seeks to negate.
