Concordance 42, Annex Gamma, Section VII

MS 4756.25 · Practices and doctrines

Concordance 42, Annex Gamma, Section VII is the administrative section of the forty-second Concordance under which the Librarians carry out the systematic documentation of phenomena exhibiting non-local resonance. It is cited in ordinary practice as the enabling authority for Protocol VII, for Standard Operating Protocol 12-Alpha, and for the procedural handbook known formally as Concordance 42, Annex Gamma, Section VII: Standard Operating Procedures for the Phenomenological Capture of Resonant Entities and informally, almost universally, as The Protocol of Resonant Description. The section is short. Its commentary is not.

Text and recension

Section VII runs to eleven clauses in the received recension of 14 Frost, the version held in the reading room of Spiral 47-Gamma. Clauses 1 through 4 establish jurisdiction over resonant signatures; clause 5 prescribes the chalk-dust formulations used at the Marking stage of Identification and Isolation, specifying a whiting of no less than four parts to one of gum and forbidding the admixture of lampblack except where the signature has already been marked once and the first mark has faded; clauses 6 through 9 govern instruments and their storage; clause 10 assigns the documentation of a signature to the Section that first observed it; clause 11 is a single sentence concerning the disposal of surplus tallow, which has been read three ways and acted on in none.

Two earlier recensions survive, of 14 Frost and of 8 Frost respectively. The earliest is a single sheet, water-stained along the left margin, which reproduces clauses 1 to 4 only and adds a note in a hand not otherwise attested: "the rest is coming." It did not come for six years.

The clause on pending conditions

The most litigated provision in the section is its treatment of instruments held in a pending condition. Section VII holds that the condition of pending "shall not be multiplied," and separately mandates that instruments be stored flat. The two provisions sit four clauses apart and have never been read together without incident.

The difficulty is practical. An instrument awaiting an unresolved signature is, by the definition given in clause 3, pending; but an instrument stored flat is, by the definition given in clause 9, no longer in circulation; and an instrument not in circulation cannot, in the view of the Gamma-7 register, be pending at all. Clerks in Section Gamma resolved this for a period of eleven years by the simple expedient of not storing such instruments, which produced the crowding of the fourth gallery recorded in Section Gamma: Provisional Advisories and the eventual loss of two resonance frames behind a cabinet of unclaimed tallow.

"The condition of pending admits of no plurality, and the instrument admits of no inclination. Let no clerk construe these as one instruction."

— Section VII, clause 9, marginal gloss of the 14 Frost recension

Relation to Protocol VII and the Arrival Sigil

Section VII does not itself isolate anything. It delegates: the initial isolation and containment of a resonant signature is governed by Protocol VII, enacted under Annex Gamma, Section VII, and Section VII supplies the instrument of record by which an Arrival Sigil is entered, amended, and retired. The distinction matters chiefly to the clerks who must decide which document a given failure belongs to. When the Sigil of the ninth landing was entered twice in the same week of 14 Frost, the duplication was held to be a fault of record and therefore Sect. VII's, and the resulting inquiry ran to ninety pages without once mentioning the sigil itself.

The relationship to Concordance VII, Annex δ remains undefined. That document's clause on spectral baselines is cited by Section VII without attribution, and the borrowing has never been acknowledged in either recension.

Dispute of the Sixth Scriptorium

A standing disagreement divides the Sixth Scriptorium from the compilers of Spiral 719-Gamma over whether Section VII is an annex or a section proper. The Sixth Scriptorium holds that the numbering of the Annexes (Gamma, Delta, Epsilon) precedes any internal division, and that a section within an annex cannot therefore be cited ahead of the annex itself; the Spiral 719-Gamma compilers hold the reverse and cite the section alone in every index they have produced since 9 Frost.

The dispute is not merely formal. Under the Sixth Scriptorium's reading, Section VII requires re-enactment whenever its parent annex is amended, which occurred four times in the last century; under the Spiral's reading, it does not. The Librarian Oreth Vann, who kept the register of amendments for nineteen years, recorded in 11 Frost that he had maintained both readings concurrently in separate columns "so that neither party should find me out," and that the columns had agreed on only two occasions.

Inventory of instruments held under the section

The instruments currently entered on the Section VII register at Aisle Gamma-7 are as follows, as of the last count:

  • Resonance frames, flat-stored: fourteen.
  • Marking chalks, whiting-and-gum, sealed: nine boxes.
  • Arrival Sigil, instrument of record: one, pending.
  • Tallow, surplus: not entered. See clause 11.

The surplus tallow has never been disposed of. The Tallow Statutes provide for a procurement cycle under Annex Gamma, Section VII but say nothing of the reverse, and no clerk has been willing to sign the disposal. It is stored flat.
