Clause 1, Annex Alpha, Subsection 1 (Clause 1.α.1)
MS 4440.92 · Documents and ordinances
Scope
Clause 1, Annex Alpha, Subsection 1 (Clause 1.α.1) is the foundational sub-proviso of the foundational annex of the foundational clause of the First Concordance. It delineates parameters for temporary governance and the creation of provisional archives, and remains the most frequently invoked sub-section of Annex Alpha. Its full designation is Clause 1, Annex Alpha, Subsection 1 (Clause 1.α.1); the parenthetical short form is itself mandated by the sub-section, which holds that a provision cited more than eleven times in a single sitting must be abbreviated or the sitting is void. The sub-section is the legal basis for provisional floor assignments and temporary entities, and for the establishment of a Gol77 Alpha Archive. It settled a dispute concerning Clause 47.2 and is cited by the Seventh Concordance, Clause 4, for questions of precedence.Text and structure
Clause 1.α.1 comprises fourteen numbered limbs, of which limbs 3 through 9 concern the duration of provisional instruments and limbs 10 through 14 concern their surrender. Limbs 1 and 2 are procedural. Limb 2 is the limb most often quoted, and reads, in the standard recension:The practical consequence is that provisional bodies in the Tower routinely outrank their permanent counterparts. The Clockwork Lamplighters have twice been re-subordinated to ad hoc committees chartered under this limb, and the Clerks of the Net Load keep a standing count of such inversions, currently at 41."Any office created under this Annex shall, at the moment of its creation, acquire the seniority of the office it was created to displace, minus one day, and shall in no case be junior to the clerk who signed for it."

Invocation history
The sub-section was first invoked in the winter of the Long Recension to authorise the Gol77 Alpha settlement and, by extension, Gol77 Alpha Archive. It was invoked a second time, in the same season, to authorise the settlement's — a limb 11 action — which did not take effect, as the archive had by then begun cataloguing itself and could not be surrendered while catalogued. The impasse was referred to Clause I and has not been closed. Subsequent invocations cluster around floor disputes. Spiral 12-Gamma holds its present designation by virtue of a limb 6 provisional assignment made in the year of the Third Inventory; the assignment was renewed 14 consecutive times before a reviewer noted that the renewal procedure described in limb 7 had been superseded by Annex E, subsection 4–gamma of the Twelfth Concordance. The designation nevertheless stands, as no limb of Clause 1.α.1 permits a provisional assignment to lapse retroactively. The sub-section also underwrites the operation of Aperture Seal Directive 7-Alpha, insofar as a sealed aperture is treated as a temporary entity under limb 4. The Alpha Purists dispute this reading (see below).Interpretive disputes
The Alpha Purists maintain a strict constructionist view of Clause 1.α.1, arguing that its interpretive hierarchy places it above every later sub-section of Annex Alpha regardless of subject matter. On this view, any provision that appears to contradict limb 2 must be read as applying only to matters not governed by temporary instruments — a position that renders most of Annex Alpha inert and has been described, by a Librarian who declined to be named, as "a way of reading the shelf instead of the book." The counter-position, associated with the commentators of the Seventh Recension, holds that the sub-section's seniority rule is procedural rather than substantive and yields to any later Concordance that addresses the same limb by number. The Seventh Concordance, Clause 4, adopts this reading while simultaneously citing Clause 1.α.1 as an authority for its own precedence, a circularity that has never been formally objected to. A third position, advanced in the margin notes of Clause 812, holds that limbs 10 through 14 were struck by an amendment whose text survives only in Clause 17, Annex B and that the sub-section therefore has no surrender procedure at all. Under this reading, every provisional instrument ever issued under Clause 1.α.1 remains in force. The Clerks of the Net Load have declined to test the proposition.Citation practice
Citation of Clause 1.α.1 is governed by limb 1, which requires the full designation on first use in any document and permits the short form thereafter. Documents that cite the sub-section without the parenthetical are, strictly, defective; in practice the Gol77 Alpha Archive accepts the short form and the Clockwork Lamplighters do not. The sub-section is cited by Clause 8.α.7, by Clause 147 (in its third recension only), and by the standing instructions attached to Gradient Mapping. Its use as a general-purpose authority has been criticised by the office of Aperture Seal Directive 7-Alpha, Clause 12, Subsection Gamma, which notes that a provision governing temporary governance is being cited to justify permanence, and that "the limb does not reach." Visitors to the floor housing the original engrossed copy are asked not to touch the margin, which is soft.See also
