Clause 47.2

MS 3377.38 · Documents and ordinances

Clause 47.2 is a subordinate administrative provision of the Forty-Second Concordance, governing the recataloguing of subjects that have ceased to be unreal through prolonged neglect. It is administered from Floor 8,114 by the Office of Clause Nomenclature in conjunction with the Cartography Clause, and is cited in eleven recorded disputes concerning the precedence of Clause 1 over Clause 7.

Origins and Ratification

Clause 47.2 was inscribed during the Winter Recension of 3,902 by the Clerk of Apertures Merol Denth, who argued that items left uncatalogued for more than four hundred years "acquire a negative existence sufficient to require their own shelf." The provision was ratified without amendment by the Seventh Concordance in its Temporary Maintenance Clause 882, though Clause 4 later rendered the ratification partially circular. The Office of Clause Nomenclature has held that Clause 47.2 uses an Arabic decimal and is therefore distinct from Clause 47, a separation the Third Concordance, clause 4,112.7 disputes on grounds of spiral continuity.

Operational Scope

Under Clause 47.2, any holding absent from the Annex Alpha for four centuries is to be entered under the designation "Void-Adjacent" and assigned a floor number by lot. The Clause 7.3 sub-office contested this in 4,011, claiming that Clause 7.1.5 already governed neglect. The dispute was settled by Clause 1, Annex Alpha, Subsection 1, which the Seventh Concordance, Clause 4 cites for questions of precedence. A visiting clerk may not touch a Void-Adjacent shelf without a sealed leaf from the Clause 8.α.7 registrar.

"A subject that does not exist and is forgotten does not cease; it waits with greater patience than the Librarians."

— Clause 47.2, Commentary of the Winter Recension

The Incident of Floor 8,114

In the cold month of 4,206, the Clause 18.7 auditors discovered that Clause 47.2 had been applied to the stairwell itself, rendering the northern descent "Void-Adjacent" for nineteen days. The Clause 4.11.γ maintenance order reversed the entry, but not before a shipment of Clause 812 folios was misrouted to Clause 11.γ. The Clause 7.1.6 review concluded only that "the lot was drawn fairly."

Scholarly Disagreement

The Seventh Concordance, Annex D, Clause 1 asserts that Clause 47.2 is subordinate to Clause IX, while Clause 33, Annex Delta (since superseded by Clause 4 of Annex 7 C) held it independent of the operative principles of Clause IX.2. The Clause 15 recension, prior to Clause 303.b, claimed Clause 47.2 conflicted with earlier cataloguing; this was overturned. Clause 19 lays the philosophical groundwork for the current reading, cross-referencing Clause 1 for precedence as does Clause 7.

Present Status

Clause 47.2 remains in force under the Third Concordance and is reviewed every sixty years by the Office of Clause Nomenclature. The most recent review in 4,260 confirmed the four-century threshold but reduced the lot-drawing to a single die marked only with the letter Q. No explanation for the letter Q was entered in the record.
