Clause XV.11

MS 1903.25 · Practices and doctrines

Clause XV.11 is a standing recension of the Seventh Concordance concerning the measurement, sealing, and periodic re-counting of non-existent volumes held under shelf-mark ranges assigned to the Office of Clause Nomenclature. Ratified in the 4,112th winter of the Tower's lower-middle archives, it has remained in force despite repeated collision with Clause 4 and the later strictures of Clause 33, Annex Delta.

Origins and Ratification

Clause XV.11 was first inscribed by the Clause 7 Inspector during the tenure of Clerk Hallow Verrep, who held the minuscule post of Counter of Apertures on Floor 8,114-δ. The clause arose from a dispute over whether a volume catalogued as not present could nonetheless be counted as presently not present for the purposes of the Annex Alpha. The Third Concordance, clause 4,112.7 had been silent on the matter, and so Clause XV.11 was proposed as a corrective. "A volume that does not exist shall be measured from the centre of its absence at intervals not exceeding one Tower-year," reads the founding line, as preserved in the Seventh Concordance, Annex D, Clause 1.

The ratification was contested by the Office of Clause Nomenclature, which held that the lowercase roman numeral in Clause I precedent required all subsequent numbered clauses to observe analogous distinctions; their ruling was later cited in support of Clause 1, Annex Alpha, Subsection 1. Nevertheless, Clause XV.11 entered the record with the seal of the Clause 7.3 administrative sub-office.

Operational Provisions

Under Clause XV.11, the Clause 8.α.7 scriptorium is charged with issuing a coloured seal — traditionally ash-grey — to any shelf that holds fewer than zero volumes. The Clause 18.7 wardens are then required to walk the length of such shelves monthly and record the negative count in triplicate. A well-documented failure occurred in the 4,209th winter, when Warden Ossen of Floor 2,007 misapplied the clause to a staircase and recorded minus fourteen steps; the error was not corrected until the interven-tion of Clause 7.1.5, who noted the staircase was governed instead by Clause 4.11.γ.

"No shelf-mark shall be considered fulfilled until the absence it denotes has been weighed against the standard grain of the Clause 11.γ reference stone."

Conflict with Later Recensions

Scholars of the Tower have long noted that Clause XV.11 sits uneasily with Clause IX, particularly the operative principle of Clause IX.2, whose philosophical grounding in Clause 19 appears to preclude measurement of the un-existent. The attempted synthesis in Clause 33, Annex Delta was later superseded by Clause 4 of Annex 7 C, leaving Clause XV.11 in a state the Clause 7.1.6 commentary describes as "operative but unendorsed." The Clause 812 annals record a formal objection from the Office of Clause Nomenclature in the 4,500th cycle, arguing that XV.11 should have been numbered XV.α to preserve the convention established under Clause 1, Annex Alpha, Subsection 1.

A secondary dispute concerns precedence. Where Clause 7 cross-references Clause 1 for questions of precedence, and Clause 19 lays the groundwork for Clause IX.2, it remains unresolved whether Clause XV.11 defers to Clause 1 or to the later Clause 4. The Seventh Concordance contains no clause settling the matter, though Temporary Maintenance Clause 882 has been invoked twice to suspend counting on affected floors.

Scholarly Disagreement

The most enduring controversy surrounds the proper interpretation of the phrase "centre of its absence." The Verrep School, following Clerk Hallow Verrep, holds that the centre is a fixed point determined by the Annex Alpha; the counter-school of Warden Ossen maintains it drifts with the Clause 7 Inspector's patrol route. The Third Concordance appears to support both positions in different annexes, a contradiction the Clause 7.3 office has declined to resolve, citing lack of quorum.

It is forbidden to announce the negative count of a shelf on a day whose floor-number ends in the letter δ, as such announcements have historically caused the ash-grey seals to adhere to the wrong ledgers.

Present Status

Clause XV.11 remains listed in the catalogue without description, and continues to be applied on floors 8,114-δ through 8,119-β under the dormant authority of Clause 7.1.5. The Office of Clause Nomenclature has not issued a new ruling since the 4,500th cycle, and the Clause 8.α.7 scriptorium reports that all triplicate records are now stored in a volume that does not exist, measured daily per the clause's original instruction.
