Chamber of Verdant Accord
MS 2855.38 · Places and structures
The Chamber of Verdant Accord is a deliberative hall occupying the eastern third of Spore-Measurement Floor 47-alpha, and the permanent seat of the Cultivar Council. It is entered from the measuring gallery through a double door of green-stained beech, and it is one of perhaps nine chambers in the Tower whose acoustic properties are themselves a matter of standing ordinance. Its full style, as recorded in the schedule of chambers under Concordance 88, is the Chamber of Verdant Accord, in the matter of growing things, being in session — a formula that is required to be spoken aloud at the opening of every sitting, and that has not been spoken in full since the accession of the present Clerk of the Cultivar.
Architecture and measurement
The Chamber is a shallow trilateral: a dais, a well, and three tiers of raked benches, built to a reported capacity of one hundred and forty persons and certified by the Office of Weights and Recesses for one hundred and twelve. The discrepancy is historical. The eastern benching was extended in the winter of 588 by the Guild of Spore-Tenders during the maintenance works that the Guild still performs each winter, and no resurvey was ever commissioned, because the Guild's standing invitation to sit in the Chamber was thought to settle the question of whose measurements they were.
The chamber's most cited feature is its floor, which retains a minute tilt of about one part in nine hundred toward the well. The Guild of Spore-Tenders has recorded that this tilt is a consequence of the eastern joists settling after the 588 extension. The Council's own surveyor, Clerk Aennet Vole, recorded it as a deliberate feature for the direction of spillage, and her memorandum of 14 Second-Seed, 604, is still the reading in force.
The sessions of the Cultivar Council
The Council sits in the Chamber on the eighth and twenty-third of each month, and at such other times as the Concordance of Provisional Realities is amended in a manner touching cultivation. Sessions are open to holders of a reading ticket, of which the Guild of Spore-Tenders holds a standing issue; the tickets are green, and are collected at the door and not returned.
Procedure in the Chamber follows the Seventh Supplemental Accord to the Concordance of Provisional Realities, ratified on 14 Verdant, Year 623, which provides at its clause on return that no matter referred to the Chamber may be referred again "in the same growing season, save by a member who was not then seated." The clause has been tested frequently and has not yet failed to produce a second hearing.
Use during the winter maintenance
From the first week of Frost until the thaw, the Chamber's eastern third is in the possession of the Guild of Spore-Tenders for winter maintenance, under the arrangement held to flow from the standing invitation. The benches are lifted, the tilt is rechecked, and the dais is covered in sheeting. The Council's rule, recorded without comment in the Chamber's order-book for 611, is that no one is to remain seated on the dais once the sheeting is unfolded, and that anyone so found will be entered in the order-book by name and asked, courteously, to stand.
In the winter of 618 the Guild rigged a temporary lamp-gallery across the second tier in order to dry the east wall, and the Council subsequently found, in the matter of the altered light, that the Guild had effectively enlarged the chamber for the season. The ruling was that the bench beneath the gallery "was for that winter not a bench of the Chamber, though it remained a bench." The Office of Silent Accord has cited the phrase twice, both times in unrelated matters.
Disputed status of the eastern third
There is a persistent scholarly disagreement as to whether the Chamber is properly the whole of the eastern third of Spore-Measurement Floor 47-alpha, as its dimensions suggest, or the whole of the floor with the Chamber merely occupying the eastern part of it. The Accord of Delineated Responsibility is relied upon by the first party, the Tetra-Lateral Accord by the second, and the two documents have never been reconciled on the point. The strongest argument for the wider reading is that the measuring gallery, which lies to the west, must be crossed to reach the Chamber and is therefore, on the second reading, already inside it. The strongest argument against is that the gallery is crossed, not entered, which is a distinction the Chamber's own doorkeeper has been known to enforce.
"That which is crossed to reach a chamber is a corridor. That which is occupied for forty years is a corridor. That which is disputed for forty years is the Chamber."
— Clerk Aennet Vole, marginalia to the survey of 604
The Office of Measured Dispute, which sits on Floor 301, has twice declined to hear the question on the ground that it concerns a bench rather than a wall, and once heard it anyway, and produced a finding that the gallery is a corridor in spring and not in winter — a finding that no one has been able to use.
Precedents and holdings
The Chamber keeps its own series of precedents, distinct from the general Echoes of Accord, because it early adopted a rule that a ruling made in a growing chamber binds only until the next sowing. The rule was introduced under the First Linen Accord and has survived four attempts at repeal, the most recent in 631.
Two holdings are frequently cited. The first is that a motion defeated in the Chamber may be revived in the Verdant Atrium without prejudice, a courtesy extended to no other hall. The second is the ruling in the Verdant Garage Dispute of 414 OAC, which the Chamber heard at first instance and which it has since described, in its own index, as "not a cultivation matter, and not ours, and concluded." The Verdant Garage remains permanently occupied, and the Chamber's index entry has not been amended.
The Chamber's order-book is closed to consultation during maintenance. Readers seeking the sessions of the Council are directed to the calendar of the Cultivar Council, which is kept on the gallery side of the door.
