Chamber of Silent Measures

The Chamber of Silent Measures is a secured metrological facility occupying the eastern half of Sector Gamma on Floor 713, and the repository of the Primary Null Standard. It is administered by the Office of Definitive Measures under Annex 7b of the Ordinance of Standard Measures, which also fixes the protocols governing entry, the conduct of silence within the chamber, and the disposal of instruments that have become unintelligible. The chamber's stated purpose is the maintenance of a null — a measured absence against which other absences may be compared — and it is the only facility in the Tower licensed to certify that nothing has occurred to specification.

It is co-located with Annex Beta, from which it draws staff but not authority; the two bodies share a corridor, a heating riser, and a grievance that has been open since Floor 713 was resurveyed. The chamber's instruments are read by the Bureau of Objective Measures and its chronometric certificates are honoured by the Chamber of the Fundamental Link.

Establishment and the resurvey of Floor 713

The chamber was constituted in the winter following the resurvey of Floor 713, when the Office of Definitive Measures determined that the floor's non-sequential metrological archives required a null reference of their own rather than a borrowed one. The reasoning survives in the office's covering memorial: a floor that catalogues measures out of order, it observed, cannot be calibrated in order either. Sector Gamma was selected because its ambient noise had already been certified as unremarkable by two successive inspections, and the chamber was built into the extant masonry without alteration, a decision that later caused difficulty when the vaulting proved too low for the taller stands.

The Primary Null Standard was translated to the chamber in a sealed litter over nine hours, during which the corridor was closed to all traffic including the Librarians' own. The litter-bearers are not named in the record, and the ordinance does not require them to be.

Calibration work

The chamber's principal recurring obligation is the biannual calibration of the Atmospheric Intent Meters held in the Chamber of Calibrated Measures on Floor 14,112. The difficulty is not technical but procedural: the meters must be brought to a null rather than a known value, and they must be brought there without being told why. Calibrators work from written instructions that are read once and returned to the safe; the instructions are not to be carried into the chamber, and no one has ever explained what would happen if they were, because the rule predates the explanation.

Annual chronometric verification is likewise extended to the Chamber of the Fundamental Link, a service the chamber performs without charge and without acknowledgement, a courtesy the Link's clerks have twice attempted to have entered in the record and twice been refused.

The silence protocols

Silence within the chamber is not a courtesy but a regulated condition, graded on a scale set out in the Ordinance of Standard Measures and confirmed by Seventh Concordance, Annex 2. Grade Three silence — the working grade — admits footfalls, the turning of pages, and the striking of the hour. Grade Two admits none of these. Grade One has been invoked four times, most recently during the calibration failure of 9,914, and on each occasion the chamber was sealed for the remainder of the day.

The clause is enforced by the chamber's custodian, a post presently held by Clerk Ondra Vess, who has administered the silence protocols since the retirement of her predecessor and who maintains, contrary to the office's guidance, that the standards are best kept in the room's north corner where the draught is. Her memorandum of 9,921 on the subject is eight pages long and concerns almost nothing else.

The Vess grievance

The open dispute between the chamber and Annex Beta dates from Vess's appointment. Annex Beta had previously supplied the chamber's calibration staff and claimed, on the strength of an earlier recension of the ordinance, the right to countersign all null certificates. The Office of Definitive Measures ruled in 9,918 that countersignature belonged to the chamber alone, and that Annex Beta's claim rested on a clause repealed before either office existed. Annex Beta has not appealed the ruling; it has instead declined to lend its staff, with the result that the chamber now trains its own calibrators over a period of eleven months, and no one at Annex Beta will say what those eleven months consist of.

Disputed points

The Concordances disagree on whether the chamber's null is a measure or the absence of one. Third Concordance, Annex 4, treats the Primary Null Standard as an instrument and requires its annual inspection; Seventh Concordance treats it as a condition of the room and forbids inspection on the grounds that inspection would disturb it. The Office of Definitive Measures has resolved the contradiction in practice by inspecting the stand, the seals, and the surrounding masonry, and leaving the standard itself unexamined — a compromise the Vault of Absolute Constancy has described in correspondence as "an inspection of the frame reported as an inspection of the picture."

A second dispute concerns whether the chamber may be entered during Grade One silence. The ordinance is silent; the silence is not. Visitors are advised to check the board at the Sector Gamma stairhead before descending, and to leave umbrellas at the landing, as the chamber has no rack and will not admit one.
