Cadre 19-Omega

MS 0997.88 · Guilds, orders and offices

Cadre 19-Omega is a standing verification body of the Tower, constituted under Concordance 8814 and permanently assigned to the eastern face of the fourth gallery. It is unusual among cadres in that its composition has never been certified as compliant with the Manual of Cadre Composition, having numbered eight members since its founding in the winter of 1746 and seven at no point in its recorded history. The discrepancy is acknowledged in three separate recensions and resolved in none of them.

The Cadre is chiefly known for its stewardship of the Omega Truss and for the long dispute, still open, over whether its eighth seat is a seat at all.

Founding and the eighth seat

Cadre 19-Omega was raised by writ of Concordance 19-Omega to relieve the Measurer-Scribes, Seventh Cadre of certain load-bearing calculations on the eastern face, which had fallen fourteen months behind. The founding instrument names eight verifiers. The Manual of Cadre Composition names seven. The drafters of the founding instrument appear to have counted the presiding verifier twice — once as a member and once as the officer who convenes the members — and the error was carried into the sealed copy without correction.

Successive reviews have declined to strike the eighth seat. A review of 1802, convened under the Registry of Protocols, held that "a cadre of eight may be read as a cadre of seven and a Convenor, the Convenor being in this reading not a member but a condition of membership" (Concordance 19-Omega, Annex 2, marginal ruling). The Verifier Cadre has twice objected that this reasoning, applied generally, would permit cadres of any size whatever. No general application has been attempted.

The eighth member is customarily the youngest verifier present and is responsible for carrying the tally boards. This duty is not mentioned in any founding document; it is recorded only in the Cadre's own day-books, which the Archivist Cadre maintains as Tier-1 material.

Relation to the Omega holdings

The Cadre's name is shared, and its work entangled, with a cluster of holdings numbered Omega. Cadre 19-Omega does not administer Omega Station, which answers to the Cadre of Substantiation Officers, nor does it keep Stairwell Omega-7 or Desk Omega; those fall under Annex Omega-7 and the standing watch. What the Cadre does hold is the Omega Truss itself and the load registers pertaining to it, together with the custody of Watch 88-Omega, whose readings it is obliged to countersign within the hour.

This proximity has caused persistent confusion in the catalogue. Concordance 501-Omega was for sixty years filed under Cadre 19-Omega on the strength of the shared numeral, though it concerns the Supplemental Protocol Omega and has nothing to do with verification. The misfiling was corrected in 1913 by an archivist who left no note of the correction and was subsequently reprimanded for exactly that omission.

Conduct of the 1889 survey

Between the first frost of 1889 and the spring thaw of 1891 the Cadre was seconded to the survey of the Annex of Resonant Shadows, alongside the Measurer-Scribes, Seventh Cadre and observers from the Cadre of Aqueous Logic. The survey is remembered less for its findings than for the Cadre's practice of recording, beside each measurement, the name of the verifier who had taken it — a practice the Archivist Cadre later adopted wholesale and the Cadre of Aqueous Logic never forgave, holding that it made the registers illegible.

The quarrel was not resolved. It was instead referred to Concordance 8814, which addresses cadre composition and says nothing at all about marginal annotations, and so settled nothing. Both offices continue to annotate.

Disputed account of the Whisper

Cadre 19-Omega's most contested claim concerns The Omega Whisper event, which the Cadre's day-book for the night of 3 February 1788 records as "a settling of the eastern face, heard by four of the eight, denied by two, and not put to the remaining two, who were below." The Cadre of Substantiation Officers has consistently held that an event attested by four, denied by two, and unput to two is not substantiated and should not be catalogued. The Cadre's rejoinder, entered in the same day-book and quoted in every subsequent review, is that "the two below were below on the Cadre's business and their silence is the Cadre's silence" (Cadre 19-Omega, Day-Book 41, entry of 3 February 1788).

Three attempts to convene a joint panel have failed on the question of which body would sit at the head of the table. The Inspection Cadre offered to preside and was declined by both parties, on the grounds that the Inspection Cadre would bypass its own access protocols to obtain the day-books and then preside over evidence it had read without leave.

Current standing

The Cadre remains on the eastern face and continues to number eight. Its returns are filed quarterly with the Office of the Chief Archivist, which accepts them without comment. Visitors to the fourth gallery are asked not to lean on the Omega Truss, and not to count the verifiers aloud.

"The Cadre is eight. The Manual is seven. Both are in force. Nothing follows from this that need be written down."

— Concordance 19-Omega, closing recension of 1799
