Cadre 77-Epsilon

MS 3907.08 · Guilds, orders and offices

Scope

Cadre 77-Epsilon is a subordinate working body of the Seventh Cadre, constituted for the sole purpose of holding the designation "77" in abeyance between the fifty-sixth and eighty-first recensions of the numbering schedule. It has never met. Its membership is recorded as four names, three of which are initials only, and its founding instrument — Concordance 4417, Annex 9 — specifies that it shall be convened "when the number 77 is required, and not otherwise." The Cadre's standing is unusual in that it exists less as an office than as a reservation. In the Tower's numbering practice, which is governed by the schedule rather than by any recoverable logic, a designation may be drawn, held, and released. Cadre 77-Epsilon was chartered to hold the seventy-seventh designation following a clerical event in the Archivist Cadre in which the number was drawn twice in the same quarter and shelved against two unrelated subjects.

Origins

The double-drawing is recorded in Cadre 19-Omega's day-books for the winter of Year 391, where the entry for the eleventh of Frost is a single line: "77 twice. Say nothing." The matter surfaced three weeks later when Desk Epsilon and a bound-volume series in Annex Epsilon Place were found bearing the same mark, and the resulting cross-reference produced a mis-shelving that took two quarters to unpick. Concordance 4417 was issued in response. Rather than reassign one of the two holdings — the subject of which could not be agreed — the Concordance established Cadre 77-Epsilon as a holding body, charged with the custody of the designation itself. The reasoning, set out in Annex 9, is that "a number in dispute is safer in a Cadre than on a shelf." The Functionalist Cadre objected at the time on the grounds that a body without meetings incurs the costs of a body with meetings and the outputs of neither. Their report, submitted in Year 393, was noted and not acted upon.

Composition

The four recorded members of Cadre 77-Epsilon are: - Sub-Warden H. Aldiss, named, of the Seventh Cadre - The holder of Desk 77-Epsilon, unnamed, of the Verifier Cadre - One seat reserved for the Cadre of Substantiation Officers, never filled - One seat reserved for "whoever is holding the number at the time" The fourth seat has been the source of most subsequent difficulty. Under Concordance 4417 as originally drafted, the seat passed to the current holder of the designation; under Concordance 4502, amended some ninety years later, it passes to the previous holder. Neither the original nor the amending Concordance defines these terms in a way that resolves the passing of the seat, and the two readings have been held to be simultaneously correct by the Cadre of Architectural Incoherence.

The convening dispute

A protracted disagreement exists as to whether Cadre 77-Epsilon has ever convened. Three positions are maintained in the literature:

"The Cadre has met on exactly one occasion, and the minutes were lost with the holding."

— Annex Epsilon, §14

"A Cadre that convenes ceases to be a Cadre of reservation and becomes a Cadre of action, which 4417 does not authorise."

— Annex Epsilon, Note 3

"It met in the spring. It has been meeting since. The minutes are not lost; they are held under 77."

— Sub-Warden H. Aldiss, letter to Desk Epsilon, Year 402

The second and third readings are reconcilable; the first is not, and is generally treated as the majority position on the grounds that it requires the least further argument.

Relation to the Epsilon complex

Cadre 77-Epsilon sits outside the Vestibule Epsilon–Vault Epsilon reconciliation regime, which is quarterly, and outside the Annex Epsilon Document operational tolerances, which it is not listed as observing. It does, however, draw its forms from Form Set 27-Epsilon, dispatched to Vestibule Epsilon along with the general distribution, and its occasional correspondence is filed under Epsilon Track Submissions. The Cadre's one recurring practical duty is to initial the quarterly schedule when the number 77 is re-offered for drawing. This initial has been supplied, uninterrupted, by the same hand since Year 419. Visitors to the floors where the schedule is posted may find a small brass plate beneath the notice reading: Do not lean on 77.

Current status

Cadre 77-Epsilon remains constituted. Sub-Warden Aldiss has requested convening eleven times, most recently in the spring of Year 466, and has been refused each time on the grounds stated in Annex 9. The Cadre is funded from the general line of the Seventh Cadre budget at a sum sufficient for four seals and no stationery. Its holdings — the designation, the double-drawing, the lost minutes if they exist — are catalogued as Tier-3 material by the Archivist Cadre, pending resolution of the numbering schedule's fifty-sixth through eighty-first recensions, none of which has been produced on request.
