Bureau of Ontological Stabilization
MS 7755.53 · Guilds, orders and offices
The Bureau of Ontological Stabilization is a standing office of the Tower charged with the maintenance, adjudication, and periodic revision of the existential footing of catalogued holdings. It is not to be confused with Ontological Stabilization itself, which is the body of protocol the Bureau administers; the Bureau is the desk, the protocol is the ink. It occupies the western arm of Floor 4,411 (the Floor of Careful Things), in a suite of nine rooms, one of which has been sealed since the winter of 1839 for reasons recorded only as "pending."
The Bureau was constituted by Eleventh Concordance, Annex 6, which granted it authority over "the securing of that which is catalogued but not yet settled." Its seal is a plumb-line crossed by a ledger, and its stationery is grey, a colour it has defended in writing on four occasions.
Relationship to sibling offices
The Bureau does not classify. Classification belongs to the Bureau of Ontological Placement, which shares its administrative plexus with the Bureau of Ontological Grading; the Stabilization Bureau receives Placement's determinations and acts upon them. Nor does it assess paradoxical holdings, a function reserved to the Bureau of Paradoxical Inventory and, since the separation of 1887, to the assessment arm of the Bureau of Recurrent Contradiction. The Bureau of Ontological Stabilization is, in the words of its own standing preamble, "the hand that holds the thing still while others argue about what it is."
The relationship has not always been cordial. In 1902 the Placement Bureau issued a determination of insufficiency against a holdings-clerk's coat-stand and referred the matter for stabilization without specifying the coat-stand's floor. The Bureau held the referral for eleven years rather than guess. The coat-stand was eventually stabilized on Floor 108 and the clerk's grievance — that he had been without a coat-stand for over a decade — was recorded in full and filed under the coat-stand's own entry, where it remains.
Procedure and the problem of the second stabilization
Stabilization proceeds in three recensions: assertion, corroboration, and resting. Assertion states the holding's existence in the register. Corroboration requires a second office to agree that the statement is not merely grammatical. Resting is the period — a minimum of forty days, extendable by the Bureau of Tangible Administration — during which the holding is observed for drift. Holdings that drift are referred to Conditional Re-stabilization, a procedure the Bureau did not write and does not entirely endorse.
The Bureau's persistent difficulty is that stabilization is not idempotent. A holding stabilized twice is not more stable; it is a different holding, stabilized once, with a history of having been stabilized. The Bureau learned this the hard way on Floor 3,308 in the autumn of 1871, when a duplicate stabilization order was issued by clerical error against a moderately important ladder. The ladder was stabilized, re-stabilized, and thereafter required stabilization to continue existing at all. It is now maintained at public expense and may be used, but not leaned upon, and not by more than one person at a time.
"Where a holding has been stabilized, further stabilization shall be undertaken only upon written finding that the first stabilization has failed; where the first stabilization has not failed, it shall be deemed to have failed for the purposes of this clause."
— Nineteenth Concordance, Annex 2, clause (iv)
Jurisdictional dispute of 1913
For most of its history the Bureau's writ ran to everything catalogued. This was narrowed in 1913 by the ruling in the matter of the Bureau and the Curator of Ephemera, which concerned a sunset observed on Floor 2,200 and stabilized by the Bureau in good faith. The Curator objected that non-persistent phenomena fell to its office alone, and that the Bureau had, by stabilizing the sunset, made it persistent, which it was not, and had thereby committed the very fault it existed to prevent. The adjudicating Librarian found for the Curator and ordered the sunset released. It was released on a Thursday and has not been observed since.
Since 1913 the Bureau has confined itself to holdings of determinate extent. It maintains a small annex for the sustainment of borderline cases, chiefly stairwells and one honorary title, and refers all others onward.
Current practice
As of the last general audit the Bureau holds 14,802 active stabilizations, of which 14,790 are uncontested. The twelve contested holdings are kept in the seventh room under a single lampshade, for reasons the Bureau has never been asked to explain and has never volunteered. Access requires the countersignature of the Bureau of Metric Integrity, whose Volumetric Stabilization programme shares a boundary with the Bureau's work and, on two documented occasions, a filing cabinet.
The Bureau's staff complement is not published. Its hours are the hours of the floor. A sign on the seventh room reads, in the Bureau's grey:
"Do not stabilize the lampshade."
