Bureau of Counterfactual Integrity

MS 8096.11 · Guilds, orders and offices

Scope and standing

The Bureau of Counterfactual Integrity is the body charged with ensuring that explorations of paths not taken do not generate retroactive contradictions. Its remit is narrow in statement and effectively unlimited in practice: any inquiry of the form "what would have occurred had…" falls, upon the question being asked aloud within the Tower, under one of its counters. The Bureau holds its chambers on Floor 9,031, adjacent to the stairwell known as the Counterfactual Stair, and maintains a secondary registry in the Sump of Withdrawn Premises.

The Bureau's relationship with the Tower's other integrity offices is set out in Second Concordance Annex Gamma, Clauses 7–12, which also establishes the progenitor framework for the Division of Counterfactual Integrity. Whether the two bodies are one office under two names, or two offices with overlapping claims, has been disputed since the Annex's promulgation and remains unsettled. The Bureau cites the Annex in its favour; the Division cites the same Annex in its favour. Neither has proposed a joint reading.

Relation to the Division

In ordinary practice the distinction observed on the floors is this: the Bureau governs counterfactuals that are prospective — those which have not yet been permitted to occur — while the Division of Counterfactual Integrity governs those that have already occurred and are now exhibiting drift. The Bureau therefore inspects before the fact; the Division inspects after. The distinction is useful in corridor talk and collapses at once upon examination, since a retroactively altered past is by definition a prospective question about the present.

Certain offices refuse the distinction entirely. The Bureau of Sequential Integrity holds that all counterfactual damage is a sequencing failure and that the Bureau's jurisdiction is therefore derivative. The Bureau of Referential Integrity holds, with more support, that a counterfactual is simply a reference to something that does not resolve, and has repeatedly petitioned for transfer of the whole subject-matter. Both petitions were declined in the same winter, in letters of identical wording, signed by a clerk whose name does not appear in any surviving roll.

Method of verification

The Bureau's principal instrument is the counterfactual comparison, conducted against the installed record — the version of events as the Tower currently holds them. Divergences are classified by magnitude. A divergence under one bracket is noted and filed; a divergence between one and three brackets triggers a conference; a divergence above three brackets is sealed and referred upward to the Bureau of Counterfactual Logistics for assessment under its conditional-subjects remit.

Comparison is performed by clerks working in pairs, a rule adopted after the Incident of the Unpaired Clerk, in which a single clerk's finding was found to have altered the finding itself. The rule survives in the Third Concordance, Annex 9, though the Annex specifies pairs "of equal standing," a phrase the Bureau has never defined.

Where the installed record is itself ambiguous — as it is on floors where two Concordances conflict — the Bureau records the divergence as mutual and takes no further action. This practice, known informally as the standing shrug, accounts for a surprising proportion of the Bureau's annual output.

Feud with the Metatextual Division

The Bureau and the Metatextual Division conduct joint assessments of potential breaches, a courtesy arrangement that has produced friction annually since the disputes of the winter of the long inventory. The Metatextual Division maintains that any sentence capable of generating an unrecorded alternative is a textual matter before it is a counterfactual one; the Bureau maintains that the sentence is irrelevant and only the alternative counts. The two have never reconciled the positions, and joint assessments are therefore filed twice, under different seals, with neither copy citing the other.

The matter reached the floor of the Concordance Council in the matter of the Disputed Premise of Floor 4,412, where a single corridor was found to be described differently in two sealed documents. The Council's ruling resolved nothing but established that both descriptions were to be retained, each marked "true under review." The Bureau has filed the ruling under a heading of its own devising: Provisional Persistence.

Standing and access

Visitors to Floor 9,031 are admitted on the second and fifth days of each week and are asked to leave their premises at the door. The Bureau holds no archive of its own findings; findings are deposited with the Bureau of Counterfactual Logistics, which is also, per the Sealed Ledger of Counterfactual Debt, the office of record for such matters. What the Bureau retains is a list of questions it has declined to ask.

"A question not asked leaves no wreckage. The Bureau's duty is to the wreckage."

— Preamble, Second Concordance Annex Gamma
