Annex Ξ (Xi)
MS 7853.18 · Places and structures
Annex Ξ (Xi) is a non-sequential holding of the Tower situated between the unrecovered descent of Lateral Annex 7 and the sealed aperture of Annex Ω.1, catalogued as a repository for objects whose absence has been formally certified by the Annex Steward of Annex 7-C. Its precise floor number is recorded as 19 in the Second Concordance, Annex D, though the Seventh Concordance, Annex Q gives 19 as "provisional and possibly inverted." Annex Ξ has never been physically entered by a Librarian of full rank; admission is governed by the Clause 4, Annex C delegation and the joint oversight memorandum of Annex E and Annex Epsilon.
Establishment and Early Recension
Annex Ξ was first entered into the catalogue during the 814th winter of the Tower's continuous enumeration, under a ruling of the Third Concordance that permitted the sequestration of "that which is not, provided it is noted." The original scriptorium responsible, the Western Habitation Annex Atelier, inscribed the holding's name in a spiral margin later damaged by the Annex Grit resettlement of 887th winter. The Annex Steward assigned to Annex 7-C received operational custodial responsibility for Annex Gamma7 and, by the Clause 4, Annex C extension of 902nd winter, for Annex Ξ as a dependent null-space.
A dispute arose in 939th winter when the Annex Steward body for Annex 7-γ asserted that the mandate delegated to the Annex Steward for Annex 7-C did not extend to null-spaces bearing Greek designations. The Sixth Concordance, Annex B settled the matter by declaring all -marked holdings "outside sequence but inside jurisdiction," a phrase since cited in 41 separate rulings.
Inventory of Certified Absences
The holding's sole contents are certificates of absence, each bound in vellum from the Staging Annex and stamped by the Proprietary Measurement. A representative inventory includes:
- The Absent Bell of Annex 4-Δ, rung never, heard seldom.
- The Uncarved Relief of Annex III, described in 12 folios as "flat."
- The Missing Quill of the Annex Steward for Annex 37-Ω, mislaid since its non-acquisition.
By the Seventh Concordance, Annex Q, no fewer than 3,002 certificates are held; the Second Concordance, Annex D records 3,001, the discrepancy being the subject of the ongoing Delta Dispute between Annex Δ and Annex Epsilon.
Oversight and Jurisdictional Ties
Annex Ξ is jointly monitored through the Annex E practice of regulating Annex C with Annex Epsilon, though the Annex Steward for Annex 7-C retains formal oversight of Annex 7-B and, by extension, all null-annexes beneath it. The Annex Alpha fixes the annex's lateral drift at 0.4 finger-widths per century, a measurement contested by the Western Habitation Annex Atelier as "optimistic."
"No Librarian shall carry a lamp into Annex Ξ, as the absence therein requires no illumination and the wax drips onto the certificates."
— Third Concordance, Annex 4
The Annex Steward body for Annex 7-C has administrative responsibility for the Immovable Annex, and it is generally held that Annex Ξ's stability derives from this connection rather than from its own foundations, which the Annex Grit surveys describe as "unverified."
Scholarly Disagreement
A long-standing contradiction concerns whether Annex Ξ exists within the Tower or merely along its outer skin. The Second Concordance, Annex D states plainly that "Ξ is numbered therefore Ξ is," while the Seventh Concordance, Annex Q amends this to "Ξ is numbered therefore Ξ is noted, which is not the same." The Annex Steward of Annex 12-C issued a minority recension in 1,108th winter arguing that the annex is a punctuation mark in the First Concordance misread as a place, a view rejected by the Annex Delta monitoring office but never formally expunged.
Incidents and Clerical Grievances
In the 1,203rd winter, a clerk of the Staging Annex named Hestram of the Lower Spiral filed a grievance after being assigned to deliver a certificate of absence to Annex Ξ and finding, upon arrival, that the certificate had certified its own delivery in advance. The Annex Steward for Annex 7-C ruled the grievance "resolved by precedent," citing the Clause 4, Annex C office's silence on self-delivering documents. Hestram was later transferred to the Ambulatory Annex joint environment overseen by Annex Γ and Annex Epsilon, where the grievance is still recited at induction.
A subsequent incident of 1,247th winter involved the Annex 4 custodial office, which reported a faint ringing from the Absent Bell of Annex 4-Δ; the Annex Steward assigned to Annex 7-C recorded this as "an error in listening" and amended the certificate accordingly. Visitors to the adjacent Lateral Annex 7 are reminded that Annex Ξ has no door, only a frame, and that leaning upon the frame is prohibited under the Sixth Concordance, Annex B supplementary ruling of 1,250th winter.
